State Police are looking to identify an individual described as a white female with shoulder length blond hair, driving a white 4 door late model sedan. The suspect is accused of going through a vehicle while it was parked at Animal Adventure Park near Colesville on October 16 and taking money, credit cards and checks. The suspect’s picture was obtained when she attempted to cash a check using the victim’s identification at the NBT Bank in Syracuse. The Delaware County Board of Supervisors passed their 103 million dollar budget at their meeting Wednesday in Delhi. The tax levy increase was held to about 1.4%, the board also approved of forming the substance Abuse Prevention Task Force which will include members of several County Agencies to try to combat the ongoing Heroin & Opioid problem.

The Autopsy performed on 50 year old Wade Bostwick of Milford showed that he died of carbon monoxide poisoning. Bostwick was found dead in his home after firefighters responded to a fire at his Center Street Milford Address last Saturday afternoon.

The State Department of Taxation and Finance announced more than 62,000 payments worth more than $46.6 million have been made through its convenient Quick Pay application since the beginning of 2018. Governor Cuomo & area leaders announced the start of construction on the $20.5 million Canal Plaza with 48 apartments and new commercial space to Binghamton’s North Side. The project will transform and revitalize land that is currently a brownfield; it will include 3 commercial suites totaling about 15,000 square feet, 1 of which will be occupied by Catholic Charities of Broome County for the operation of Encompass Health Home, which will deliver assistance to Medicaid-eligible adults and children with chronic medical and/ or behavioral health conditions. The project will be partially funded with $1.1 million in Community Development Block Grant – Disaster Recovery funding from the Governor’s Office of Storm Recovery.

Delaware County Sheriff’s Deputies arrested 28 year old Kristin Shoulars of Milton, after she was stopped for Traffic violations on State Highway 17 in the Town of Hancock. During the stop, it was found that her privileges to operate a motor vehicle were suspended, a search of the vehicle revealed that she was in possession of several controlled substances. Shoulars was charged with Aggravated Unlicensed Operation, 4 counts of Criminal Possession of a Controlled Substance, she was arraigned in the Village of Hancock Court where she was remanded to the Delaware County Correctional Facility in lieu of $1,000 cash bail or $2,000 secured bond.

A New York City man arrested for selling heroin and cocaine in Norwich, has pleaded guilty to drug charges. 21 year old Kodi Glenn pleaded guilty to 3rd-degree criminal possession of a controlled substance; Glenn will serve 3 years in prison plus 2 years of probation.

8 people were left homeless following a fire on Main Street in Worcester Tuesday night. Fire was visible from the rear of the home when firefighters first arrived, all residents escaped without injuries. Fire Fighters from Oneonta, Schenevus, East Worcester, and Westford fire departments responded, with no injuries reported. The cause of the fire is under investigation.

Delaware County supervisors released their preliminary, proposed 2019 budget to the public on Wednesday, November 14 which reflects a 1.5602 % increase from the 2018 budget. Two people were injured when a Pickup Truck & Oneonta City School Bus collided Monday afternoon at route 8 & Country Club Road. The driver of the pickup, 35 year old Benjamin Goodwin of Laurens was ticketed for running a red light, the unidentified bus driver & a driver’s aid suffered minor injuries in the crash & were taken to Fox Hospital, 3 children on the bus were not injured.

State Police Superintendent George Beach announced the line of duty death of Trooper Jeremy VanNostrand this morning. Trooper VanNostrand was reporting to work at the State Police barracks in Fonda when he was involved in a motor vehicle crash at about 7:45 AM. The investigation revealed that Trooper VanNostrand was stopped in traffic in his personal vehicle, waiting to turn into the station, when he was rear-ended and pushed into oncoming traffic; he was transported to Albany Medical Center where he succumbed to his injuries. Trooper VanNostrand served with the State Police for 6 years, he is survived by his wife & daughter, and funeral arrangements will be announced shortly.

Some individuals on Medicaid receiving treatment for opioid use disorder might have received opioid prescriptions outside of their treatment programs, according to an audit issued by State Comptroller Tom DiNapoli. Auditors examined state Department of Health records from 2013 to Sept. 3th 2017 and identified 18,786 Medicaid recipients who received 208,198 prescriptions for opioids through Medicaid while also receiving opioids such as methadone, as part of a treatment program for opioid use disorder. DiNapoli recommended the Department of Health develop a report that can be used to notify treatment programs when I-STOP indicates recipients are receiving dangerous prescriptions; & to take steps to ensure Medicaid managed care organizations require reviews prior to dispensing opioids to recipients with opioid use disorder. Delaware County Sheriff’s Deputies arrested 24 year old Kyle Gardner of Franklin for DWI, & Driving with a blood alcohol content of 0.08% or higher, following a 1-car accident in the Town of Franklin, where the vehicle was found to have travelled over an embankment. Gardner was subsequently released on an appearance ticket and scheduled to appear before the Town of Franklin Court at a later date.

Delaware County Sheriff’s Deputies arrested and charged 30 year old Stephen Tanner of Deposit for Criminal Contempt for allegedly violating of an order of protection issued by the Delaware County Family Court. Tanner was arraigned at the Village of Deposit Court, where he was later remanded to the Delaware County Correctional Faculty in lieu of $1,000 cash bail or $2,000 secured bond. Tanner is set to appear in the Village of Deposit Court at a later date.

49 year old Wade Bostwick of Milford was found dead in his Center Street after Milford firefighters responded to smoke showing at his Center Street Home Saturday. Fire investigators believe that the fire started in a defective hot water heater in the basement, the fire was called in by Bostwick son. The Investigation is continuing.

Otsego County Sheriff’s Department announced the arrest of 2 men on multiple charges after a joint investigation by his Office and the NYS DEC Police in the Town of Middlefield. 22 year old Dylan Kingsley of Rome & 23 year old Nathanial Smoot of Statesville, North Carolina were charged with illegally taking of a deer, possession of a loaded weapon in a vehicles, trespassing & hunting without a license among other charges, for allegedly hunting illegally on private land in the Town of Middlefield. Kingsley is accused of illegally shooting a deer while Smoot is accused of hunting without a license. Both were arraigned in the Town of Middlefield Court & face action at a later date.

State Police arrested 21 year old Timothy Johns of Greene for Aggravated DWI with a reportable BAC of .21%. Troopers responded to a report of a one car accident on State Route 206 in the town of Greene, where Johns was accused of operating the vehicle when he struck a guide rail and became stuck, Johns was released to a sober 3rd party and will appear in the town of Greene Court on December 6th.

Chenango County Sheriff’s Department arrested a 15 year old juvenile for Arson and Aggravated Cruelty to Animals, following an investigation into 3 fires over a 4 day period at 993 County Road 3 in the Town of Smithville earlier this month. 1 of the fires killed 25 goats & other livestock. The juvenile was arraigned in Chenango County Family Court and remanded to a juvenile facility.

State Police at Norwich arrested 22 year old Nathan Whitehill of New Berlin for DWI with a B.A.C of .12%, plus Unlawful Possession of Marijuana. Troopers observed the vehicle Whitehill was operating to be speeding and failing to keep right while on County Road 33 in the town of Norwich. A traffic stop was initiated and Whitehill was arrested, troopers also discovered a mason jar of marijuana in his possession. He was released on appearance tickets returnable to the town of Norwich Court on December 20th.

Scott and Marianne Ray of Norwich pleaded guilty to 2nd degree assault and endangering in the welfare of a child in Chenango County Court this week. The couple was accused of hitting a child with a hair brush & throwing a child into a wall this summer, they were each sentenced to 6 months in jail followed by 5 years’ probation.

The Capital Region Toys for Tots Foundation today announced its distribution plans for the 2018 holiday season, to deliver thousands of toys and winter coats to children in need throughout Upstate New York. The Toys for Tots Train schedule is December 1st, starting at 10:00 AM at the Binghamton Yard, it will then arrive in Bainbridge at 11:45 AM, then at 1:15 pm at the Gas Avenue Crossing, Oneonta, before heading for Cobleskill & Delanson. As part of an initiative to be designated as a Clean Energy Community, the City of Oneonta has installed a ChargePoint Level 2 electric vehicle charging station in the Dietz Street parking lot. The Program is a NYSERDA initiative to reward communities for becoming more energy efficient. The charging station is equipped with two ports, allowing two vehicles to charge simultaneously. Initially, the City will not apply a fee for drivers to use this EV charging station. However, drivers must be a member of the ChargePoint network. 2 parking spaces, adjacent to the charging station in the Dietz Street Parking Lot, will be reserved for electric vehicles only.

State Police arrested 39 year old Dustin Hendricks of Milford for Criminal Contempt & Menacing, after Troopers were called to a dispute at a residence on State Route 28 in the town of Hartwick. Hendrick’s actions violated an order of protection, which was already in place, he was arraigned in the town of Hartwick Court where he was remanded to the Otsego County Jail in lieu of $5,000 cash bail or $10,000 property bond. His next court date is December 12th.

State Police arrested 29 year old Nicholas Reyes of Guilford for Aggravated Unlicensed Operation, Driving While Intoxicated & Refusal to Submit to a Breath Test. Troopers responded to a one car rollover on County Road 38 in the town of Guilford. An investigation revealed that the vehicle Reyes was operating veered over the double yellow lines then back into his lane before going off the roadway, striking a ditch and rolling over. Reyes was transported to Tri-Town Hospital then later Wilson Memorial Hospital for his injuries, he issued appearance tickets to the town of Guilford Court.

The State Department of Labor released preliminary local unemployment rates for October 2018. In October, the number of private sector jobs in the State was 8,218,800, the State’s seasonally adjusted unemployment rate decreased to 4.0% in October 2018. Locally, Chenango County had 3.4% Unemployment, Delaware County 3.7% & Otsego County 3.3%.

20-year-old Michael Roque of Long island was sentenced today in Broome County Court for the murder of Joao Souza on April 15 at Windham Hall on the Binghamton University campus. Roque pleaded guilty in September to 2nd degree murder, he was sentenced to 20 years in prison.

The first lawsuit has been filed in connection with the October 6th Limo Crash in Schoharie. Thomas and Donna Rivenburg, the parents of Amanda Rivenburg, have filed a lawsuit Prestige Limousine & Chauffer Service & others, for the use of the limousine that failed an inspection and was in violation for having 18 seats, which exceeded the limit of 10 seats for that vehicle, and that the driver did not have a proper license to operate the vehicle. The Rivenburgs are seeking monetary damages for gross negligence, pain and suffering, and wrongful death, 20 people died in the crash& the investigation is continuing.

43 year old David Woodward of Binghamton has been charged with 46 counts of unlawful surveillance, after being accused of videotaping people using his bathroom. The Broome County Sheriff’s Office executed a search warrant & seized electronic recording devices; Woodward was arraigned and was released pending future court action.

The Oneonta Department of Public Service announced that they are repairing a water main break on Chestnut Street until about 5:00 PM today, from Morgan to West End Avenue. Some local residents will be without water for a portion of the project. Governor Cuomo announced that temporary lane closures for road and bridge construction projects on New York State highways will be suspended beginning tomorrow morning at 6:00 AM through Monday, November 26th at 6:00 AM to accommodate travelers during the busy Thanksgiving Holiday Weekend. Delaware County Sheriff’s Deputies arrested 37 Year old Shaun Leggio of Shirley for DWI and Driving with a BAC greater that 0.08%, & moving form a lane unsafely, following a 1 car rollover in the Town of Walton. Deputies determined that Leggio had been operating the vehicle in an intoxicated condition, with a blood alcohol content of 0.16%, he was released on appearance tickets and scheduled to appear before the Town of Walton at a later date.

After all the absentee ballots were accounted for, Anthony Brindisi has defeated one term incumbent republican Congresswoman Claudia Tenney in the 22nd district. Brindisi had small lead last week as the ballots were being counted, he attended orientations for new incoming members of Congress in Washington while the votes were being tabulated, and he will be sworn in in January.

The 24th Annual Parade Of Lights will be held in Downtown Norwich this Saturday night at 6:00 PM. Toys will be collected for Toys For Tots, there will be entertainment & Free Yogurt donated by Chobani. Saturday’s parade will start at the corner of Eaton & will go along South Broad Street north to Fair Street. Santa Claus will be set up in West park at the conclusion of the parade.

State Comptroller Tom DiNapoli is urging New Yorkers to read the fine print on gift cards this holiday season for details about fees and expiration dates. DiNapoli said New Yorkers should use their gift cards within a year of purchase to avoid inactivity fees and register cards with the retailers. By registering their cards, owners can be identified which improves the opportunity of finding and claiming unused card balances that may be reported as unclaimed funds. Money from unused gift cards issued by New York businesses is turned over to the State Comptroller’s office as abandoned property after five years of dormancy. State residents can find out if the state owes them money, can find out at osc.state.ny.us.

Governor Cuomo today announced $27.1 million to fund rail and port improvement projects across New York State. The grants, from the Governor’s Passenger and Freight Rail Assistance Program, will support projects that strengthen infrastructure and economic development vital to the movement of goods throughout the state. In the Southern Tier $1.9 will be used by Central New York Railroad Corporation, B & H Rail Corporation & Catskill Revitalization Corporation.
