33 Year Old Kevin Wilcox of Harpursville has been indicted on 15 counts in connection with an incident in Binghamton March 11th, where he lost control of his vehicle & struck 16 year old Harper Stantz & 19 year old Britney Laserinko, while allegedly impaired by drugs. Stantz died from the injuries sustained from the incident, Laserinko suffered multiple fractures, and Wilcox will be arraigned on the indictment in Broome county Court at a later date.

The Broome County Sheriff’s Department responded Wednesday afternoon to Otsiningo Park in the Town of Dickinson, for the report of an armed robbery.   18 year old Zackary Pound of Port Dickinson claimed he was held at gunpoint by unknown males and forced into a vehicle,  it was determined that a robbery did not take place and the incident was actually an unsuccessful marijuana drug deal.    Pound was charged with making a false written statement and processed at the Sheriff’s Office and released. He is to appear in the Town of Dickinson Court on a later date to answer the charge. The investigation is ongoing.

A Broome County grand jury has indicted 44-year-old Larry Harris of Binghamton for 2nd degree murder and 1st-degree manslaughter, in connection with the death of 11 year old Jerome Smith of Johnson City.  Johnson City police arrested Smith’s Mother; 30-year-old Shakia Crute for 2nd-degree manslaughter for the February 2 death of the boy.  Harris was already at Broome County Jail on drug charges; Crute has been held since February.

The Chenango County Department of Public Works announced rate increases at all of their facilities.  Starting May 1st, the new tipping fees will be $2 per bag of garbage and $60 per Ton of garbage. There will be a charge of $3.50 per tire up to 20 inches and $155 per ton for tires over 20 inches.  CRT monitors will cost $7.50 per unit; the DPW will continue to accept source separated recycling for free. Governor Cuomo today announced $6.5 million in new funding has been awarded for projects that support bicycle and pedestrian enhancements, as well as projects specifically targeted toward improving air quality in the Southern Tier. 39 year old Jason Phoenix of Walton was arrested by State Troopers for DWI with a BAC that was almost twice the legal limit.  Phoenix was stopped during a road check on Lower Main Street in the town of Oneonta, Phoenix was arrested, and he was ordered to appear in the town of Oneonta court on May 7th.

The Sidney Chamber of Commerce & the Sidney Emergency Medical Services have announced that Jeff Joyner,  the CEO of Fox Hospital and the Fox Tri Town Campus will be discussing the relationship with Sidney and the surrounding area with Fox hospital, & the expected growth of FOX services, on May 14th at 8:00 AM at Sidney Country Club.  The Sidney Chamber is asking for interested members to RSVP as soon as possible at 561-2642.

Oneonta police arrested Gabriel Truitt Tuesday afternoon; he was recently indicted on charges of arson and murder in connection with a December 29th fire at 5 Walling Avenue that claimed the life of former firefighter John Heller.  Oneonta Police obtained a search warrant for Truitt’s Sister in Law residence, right next door to the Police Station at 95 Main Street, he was found hiding in the basement, and was taken into custody without incident.  Truitt was taken to the Otsego County jail, he faces arraignment this morning.

Governor Cuomo announced that the State Budget includes measures to prevent STAR fraud and abuse, including a 6-year ban during which those found to have knowingly provided false information on a STAR credit application will be barred from receiving benefits.  In 2013, Governor Cuomo enacted reforms to the STAR exemption program to crack down on delinquent taxpayers, in 2015; the NYS Tax Department was authorized to recoup STAR benefits from property owners who unlawfully received those benefits in past years.

State Police arrested 27 year old Danielle Scott of Sidney for DWI, Unreasonable Speed and Moving from A Lane Unsafely, after a trooper was dispatched to County Road 35 in the town of Masonville for a vehicle rollover.  The trooper located Scott with Emergency Medical Personnel but she declined medical assistance.  After an investigation, she was arrested for DWI. She was processed and released on appearance tickets returnable to the town of Masonville court on May 28th.

State Police arrested 41 year old Thomas Moore of Sanford for Aggravated Family Offense, Criminal Obstruction of Breathing and Endangering the Welfare of a Child. Moore is accused of getting into a domestic on which resulted in a victim getting choked in the presence of children.  Moore turned himself in to troopers, he was taken to the Broome County Central Arraignment and Processing.

State Police arrested 27 year old David Baldo of Oneonta for Driving While Ability Impaired by Drugs, Criminal Possession of a Controlled Substance & Unlawful Possession of a Marihuana.  Baldo was stopped during a road check on Lower Main Street in the town of Oneonta; Troopers were able to smell marijuana and located a quantity of marijuana and pills.  Baldo was issued appearance tickets returnable to the town of Oneonta Court on April 23, 2019 and released to a sober third party.

22 year old Cheyanne Moore of Norwich pleaded guilty in Chenango County Court to 5th degree criminal possession of a controlled substance.  Moore had been arrested following a raid on her Norwich apartment last December, where police confiscated several narcotics.  Moore faces sentencing at a later date.

State Police located a missing teenager from Sidney in the Oneonta, Davenport area Monday.  15 year old Joseph Riglioni was reported missing on April 17th, he was located Monday evening, & has been returned to his family.

Governor Cuomo signed legislation that bans the sale of single-use plastic bags in New York starting in March 2020. The “Single-use” plastic bags do not degrade, It is estimated that New Yorkers use 23 billion plastic bags annually, and nationwide studies show that approximately 50 percent of single-use plastic bags end up as litter. Measles Outbreaks in New York State continue to drive up the number of U.S. measles cases, According to the Centers for Disease Control & Prevention today.  The numbers are the highest in 25 years, with 68 of the 71 national cases reported last week, were in New York State.  So far this year, there have been 626 conformed Measles cases nationwide, there 963 cases in for all of 1994.

The state Department of Public Service announced a proposed agreement with Charter-Spectrum that would allow the company to remain in business in New York State.    Charter would expand broadband service to 145,000 businesses and residences in upstate New York by Sept. 30, 2021; they would provide $12 million for broadband expansion, primarily for unserved and underserved properties.   A 60-day public comment period would follow; any agreement must be approved by the Public Service Commission.

The trial for 45 year old Wilfredo Pica-Torres has been scheduled for August 26th in Broome County Court.  Pica-Torres is accused of killing 61-year-old Victor Banayan on February 9th at 109 Walnut Street in Binghamton, he recently pleaded not guilty to an indictment where he was charged with 2nd degree murder, 1st & 2nd degree arson, & attempted 2nd degree murder, and he is being held in the Broome County jail.

U.S. Senator Charles Schumer and U.S. Senator Kirsten Gillibrand announced over $172 million dollars in federal funding from the Department of Housing and Urban Development through the Community Development Block Grant & in the HOME Investment Partnership Program.   Communities will use the funding to address a wide range of needs and enable local governments to support affordable housing initiative, provide essential services, and expand economic development. Locally, the city of Binghamton will get over $1.9 Million.

State Police arrested 33 year old Amanda Gus of Hartwick for 3rd degree Grand Larceny, after Troopers received a complaint that money was missing from an ATM and logs were unaccounted for from a period of time starting in February and ending in April.  Gus is accused of failing to fill the ATM while working at the Mirabito store on State Highway 205 in Hartwick, more than $1000 was unaccounted for.   Gus was released on her own recognizance.

State Police arrested 52 year old Antonio Fiorino of Worcester for 2 counts the Agriculture and Markets Law of Overdriving, Torturing and Injuring Animals.    A trooper was dispatched to Worcester where the complainant believed Fiorino poisoned her cats, the investigation revealed that the cats were poisoned with antifreeze which led to their death.   Fiorino was arraigned in Worcester Town Court where he posted $500 cash bail.  His return court date is May 7, 2019.

The State’s financial health ended the fiscal year on a `Good Note, according to State Comptroller Tom DiNapoli.  Figures released on Friday showed state revenue dropped by $3.7 billion, or by 4.7%, during the fiscal year that ended March 31, yet March revenues surpassed projections by more than $800 million.  The state ended the fiscal year with $7.2 billion in the bank, higher than projections but less than last year.  DiNapoli says the declines in revenue and the possibility of federal funding cuts show its “essential” that state leaders build up the state’s reserves to prepare for the next economic downturn.

Governor Cuomo announced the State Budget includes $100 million for the 4th round of the Downtown Revitalization Initiative, to support 10 additional downtown neighborhoods, 1 in each region of the state.  The City of Oneonta was one of the 30 municipalities that received the $10 million dollar award.

State Police arrested 35 year old Benjamin Bishop of Otselic for Criminal Contempt, 2nd degree Burglary, & 2 counts of Criminal Mischief, after Troopers were dispatched to a domestic dispute on April 12th in the town of Pitcher.  Bishop is accused of damaging several vehicles, and trying to break into a residence, the victim left through a fire escape.  Troopers discovered there was an active Order of Protection against Bishop on behalf of the victim.  Bishop fled before troopers arrived but he was located on April 15th and arrested, arraigned & was remanded to the Chenango County jail on $15,000 cash bail or $30,000 bond.

State Police arrested 62 year old Renee Rountree of Unadilla for Menacing, Criminal Mischief & Falsely Reporting an Incident.  Troopers were dispatched to a residence on Lockwood Hill Road in Unadilla, when troopers arrived, they learned that Rountree falsely reported the harassment, menaced a victim and slashed the victim’s tires.  Rountree was arrested and later released on appearance tickets returnable to the town of Unadilla court on Monday April 22nd.

Delaware County Sheriff’s Deputies arrested 24-year-old Christopher Shea of Altamont, Wednesday for Aggravated Unlicensed Operation following a traffic stop on Main Street in the Village of Delhi. Shea was additionally issued tickets for Unlicensed Operator, and Failure to Stop at a Stop Sign, he was released on an appearance ticket and is scheduled to return to the Delhi Town Court at a later date to answer the charges.

The Otsego County District Attorney’s office announced that Gabriel Truitt has been indicted for 1st & 2nd degree murder & 1st degree Arson in connection with the fire at 5 Walling Avenue in Oneonta last December that killed former Oneonta fire fighter John Heller.  Truitt’s brother, Terrence was previously charged in the case, he was released after 5 weeks into the investigation due to a lack of evidence against him.  Gabriel Truitt is still at large; The Oneonta Police Department is issuing a warrant for his arrest.

The annual springtime turkey hunting weekend for young hunters is this weekend in New York State.  Licensed hunters 12 to 15 years old are eligible for the special 2-day hunt this weekend; they must have a turkey permit and must be accompanied by a parent or other adult with written permission from a parent or guardian.  Shooting hours are from a half hour before sunrise until noon.  The regular spring turkey season starts on May 1 in upstate New York.

The Broome County District Attorney’s Office announced that 37 year old Marlon Graham of Deposit was sentenced Today in Broome County Court, to 15 years in state prison and 5 years of parole for possessing meth and fentanyl, Graham and Johnnah DeGraw were arrested last November when the Broome County Special Investigations Task Force executed a narcotics search warrant at 62 1/2 Wheeler Street in Deposit.  DeGraw was sentenced last month to 12 years in prison for her role in the drug selling ring.

Overtime pay in 2018 at state agencies was at the highest level within the past decade, rising to $787 million, according to a report by State Comptroller Tom DiNapoli. Overtime hours also rose, with 18.1 million hours worked.     Meanwhile, the average number of state employees (excluding the State University of New York and the City University of New York) decreased slightly in 2018 to 155,818 — 12 percent lower than in 2009. The largest decreases occurred in the Department of Labor, Office of Children and Family Services and the Department of Health.

State Senator Fred Akshar released the results of his latest online surveys.  On the Plastic Bag Ban, 40% opposed banning plastic grocery bags and opposed any additional taxes on grocery bags; 37% support banning plastic grocery bags but oppose any additional taxes on grocery bag sales; 22% support banning plastic grocery bags and taxing other carryout grocery bags; and 2% oppose banning plastic grocery bags but support taxing carryout grocery bags. On the First Responder Legislation Results 96% support the increase of the volunteer and EMS tax credit from $200 to $500, going up to $1,000 after 5 years of service, 95% support the Community Heroes Protection Act, which would designate targeted offenses against firefighters, EMS workers and law enforcement personnel as hate crimes.

The Annual Unadilla Chamber of Commerce Dinner will be held on Sunday, April 28th at the Unadilla Methodist Church, Reservation deadline is Monday, April 22.  This year, the Chamber will be honoring The Meeting Place & Owner Dwight Mott as Business of the Year and George DeNys as the Commitment to Community recipient.  The Reservation deadline to attend the Annual Dinner is Monday, April 22.

The National Weather Service confirmed that a tornado hit Port Crane around 1:30 early Monday.  The tornado had speeds that hit 100 miles per hour, classifying it as an EF1, it traveled about 2.3 miles.  No injuries were reported.

State Police announced that Trooper Robert Annarino was dispatched to a possible overdose Tuesday in Oneida County.  Trooper Annarino was directed to a bedroom where he encountered a male subject face down on the bed, with his hand clinched underneath his chest, he requested assistance from EMS, as they began to roll the subject over, the man resisted & it was discovered that he was hiding an 8-inch knife.  Trooper Annarino gave verbal commands to drop the knife; the suspect lunged at Trooper Annarino, who fired his weapon, striking the subject several times.  The subject is identified as 24-year-old Tyler Johnson, he was pronounced dead at an area hospital, the results of the autopsy will be released shortly.

State Police at Oneonta arrested 25 year old Wayne Redmond of New Berlin for Driving While Intoxicated. Troopers responded to a car in a ditch on West Street in the town of Oneonta. Redmond was arraigned in the town of Oneonta court and remanded to the Otsego County Jail on $500 cash bail or $1,000 bond.

Governor Cuomo today announced that the State Division of Consumer Protection has launched a data privacy consumer survey to give New Yorkers the opportunity to weigh in on data privacy issues and inform policymaking. The initiative follows the report that Facebook is secretly accessing personal information of users. The new survey asks respondents about the number of smart devices in each household, the operating systems being used, and whether they know how to access privacy settings on social media, apps and Internet browsers. The Chenango County Health Department announced that the next free rabies clinic will be held today in Guilford. The clinic will run from 5:30 to 6:30 PM at the Guilford town Barn, more information is available at 337-1673 or at co.chenango.ny.us.

Assemblyman Cliff Crouch announced today that the Assembly Minority had created a petition for constituents to sign urging the Assembly Majority to pass the Gold Star Families Education Bill to provide free college tuition and room and board to dependents of our military veterans who died in service to their country, th ebill failed to make it past a committee, but Governor Cuomo announced support for the Gold Star Families Program, and signed an Executive Order to establish it.

13 people in 7 states, including New York, have been sickened with salmonella since January; after consuming “Jensen Tuna” packaged in 1 pound bags or 20 pound boxes. The Center of Disease Control and Prevention said Tuesday, The company has issued a recall for 3 lots; z266, z271, and z272. The US Food and Drug Administration said the recalled tuna was probably not sold directly to consumers in grocery stores but was likely “used in food dishes sold by restaurants or retailers.” Symptoms of salmonella, which begin 12 to 72 hours after consumption of contaminated food, include diarrhea, fever and stomach cramps. Most people recover on their own after four to seven days. The FDA and the CDC said an investigation is ongoing.

Lori Bailey is a filmmaker, who spent her childhood years in Mineville New York in the Adirondacks, and much of her life in Oneonta. She directed the film “Garrow” about Adirondack Serial Killer Robert Garrow, who was once the target of the biggest manhunt in state history when he was killed in 1973; Bailey talked to WCDO News about this film:

Bailey said that “Garrow” will be shown at the Goodrich Theater at the State university campus in Oneonta on Saturday May 25th at 7:00 PM and Sunday May 26th at 2:30 PM, it will then be available after that on DVD.

34-year-old Daniel Butash of Endwell was indicted on charges of DWI, assault, aggravated vehicular assault and reckless endangerment, in connection with an incident where he drove the wrong way on State route 17, & head on into a patrol vehicle driven by Broome County Sheriff’s Deputy Kristy Botsford on February 1st. Botsford sustained knee and ankle injuries, and is still recovering from her injuries.

State Police arrested 39 year old Jamie Varieur of Glens Falls for Attempted Assault on a Police Officer and attempted Criminal Mischief, Criminal Impersonation and Obstructing Governmental Administration. Varieur is accused of attacking a trooper while heading to arraignment. Troopers originally received a complaint in March 2019 that a woman’s license was suspended after she failed to answer to a speeding ticket; she claimed she had never been stopped by a trooper for speeding. The investigation revealed that in November 2018, a trooper observed Varieur speeding on I-88, & she turned herself in to State Police Monday, & allegedly assaulted the trooper transporting her to the town of Sidney for arraignment. Varieur was pepper sprayed and eventually complied with troopers. Varieur was remanded to the Delaware County Jail on $4,000 cash bail or $10,000 bond.

The Otsego County Chamber of Commerce will be holding a Job Expo at the Otesaga Hotel in Cooperstown today. The event will run from 10:00 AM to 2:00 PM, it is open to the public; more information is available at 432-4500.

Republican Congressional Candidate George Phillips will be kicking off an 8-county tour this week that will stretch into May. The tour will include visits to all the counties of the 22nd Congressional District, The Broome County Kick-Off will be held today at 12:00 Noon at the Holiday Inn at 2 Hawley Street in Binghamton.
