Delaware County Sheriff’s Deputies arrested 33 year old Tyler Swart of Stamford on an Arrest Warrant for Grand Larceny, following an investigation into a stolen purse in the Town of Stamford in January.   Delaware County Sheriff’s Deputies also charged Swart with Tampering with Physical Evidence and Petty Larceny, from a report of a stolen TV in the Town of Stamford in September of 2018.  Swart was arraigned & was remanded to the Delaware County Correctional Faculty without bail pending future court action.

Delaware County District Attorney John Hubbard announced that a woman, who illegally received over $137,000 in benefits, has returned that money to the Department of Social Services.  49 year old Sheryl Arduini failed to report her family’s entire income & received SNAP, Heap & other benefits that she was not entitled too.  Hubbard said that investigations led to 39 disqualifications which led to the return of over $507,000 in benefits being returned to the county in the last year and a half.

Governor Cuomo signed legislation, sponsored by local State Senator Jen Metzger, to increase health and safety standards in animal care for all pet dealers. The bill sets guidelines for sanitary living enclosures, food receptacles, annual veterinary examinations, regular grooming, and separate spaces for pregnant dogs for sufficient room to nurse and care for a litter, it will also require that primary enclosures for animals must be cleaned daily and sanitized every two weeks.

Assemblyman Cliff Crouch announced today that the 4 libraries in the 122nd Assembly District have received funding through the State Library and State Department of Education for various construction projects and improvements. The funding derives from a $34 million capital fund set aside for public library construction and broadband internet projects that was secured in last year’s State Budget.   The 4 libraries awarded funding includes Guernsey Memorial Library in Norwich, Mary Wilcox Memorial Library in Whitney Point, Sidney Memorial Public Library& the Ogden Free Library in Walton.

State Attorney General Letitia James Announced that the City of Oneonta is 1 of 4 recipients of a $200,000 grant, to deal with abandoned or “zombie properties”   Oneonta has about 100 zombie properties currently.

Governor Cuomo signed Brianna’s Law Tuesday, to combat the more than 200 boating accidents a year statewide.  The bill is named for 11-year-old Brianna Lieneck of Long Island, who was killed in a boating accident in 2005.  Brianna’s Law will require all operators of power boats more than 10 years old to take an 8-hour course on boater safety.

The Raymond Corporation has earned the 2019 Supply & Demand Chain Executive’s 100 Top Supply Chain Transformations award.   Raymond was recognized for its partnership with Ginsberg’s Foods in the Hudson Valley, who updated its forklift operator training program by using the Raymond Virtual Reality Simulator to educate new forklift operators on best practices, allowing instructors to give real-time feedback and build upon important skills.

State Police arrested 64 year old Norman Fletcher of Bainbridge for Driving While Ability Impaired by Drugs & Failure to Keep Right.  Troopers, who were leaving the Sidney headquarters after training, observed Fletcher driving on State Route 7 in the town of Unadilla failing to keep right, Fletcher was processed and was released on appearance tickets to the town of Unadilla court on August 12th.

Governor Cuomo has signed “Shannon’s Law” recently, named after a Long Island Teacher who died of breast cancer at the age of 31.   Insurance companies must cover annual mammograms for women over 35; previously, insurance companies were only required to cover annual mammogram screenings for women over the age of 40.

State Police at Sidney arrested 36 year old Sabrina Hetrick of Guilford for DWI, after Troopers responded to a 1-car accident on State Route 51 in the town of Butternuts.  Hetrick was transported to Bassett Hospital in Cooperstown of complaint of pain and was issued appearance tickets to the town of Butternuts court on August 22nd.

State Police and other police agencies joined forces on August 2nd in an effort to get impaired drivers, unlicensed drivers and drugs off the roadways.  29 law enforcement members were involved in a 5-hour traffic saturation detail with troopers from Troops C, G and H, the Delaware, Greene & Schoharie County Sheriff’s Departments, DEC Police, Park Rangers, & the U.S. Department of Homeland Security.  A total of 38 traffic summons were issued for DWI, Leandra’s Law, aggravated unlicensed operation, unregistered motor vehicle, speeding, & 2 people were wanted on active warrants.

The Community Foundation for South Central New York announced a new mini-grant opportunity for qualified non-profit organizations in Broome, Tioga, Chenango, Delaware and Otsego counties.   Proposals may be submitted for projects that support, develop and/or expand the skill set of young professionals in our region and/or increase their involvement in the community.  The deadline for applications is Friday, September 6th.  Details on submission requirements can be found at donorswhocare.org. 

A new Siena College Poll of registered New York voters found that the majority of New Yorkers say Governor Cuomo has made the state a better place since he took office in 2011, the poll also found that his favorability and job performance ratings currently match record lows.  New York voters said Cuomo has improved the state by a 51 to 39% margin,  but his favorability ratings of 43% negative and 50% positive matches his lowest ratings, his job performance rating of 34% positive and 64% negative is his lowest ever.

The State Department of Health announced that a proposal for a new Medicaid model of care serving children throughout the state with complex health needs has been approved by the federal Centers for Medicare and Medicaid Services. The new model will improve access to Medicaid services and expand Medicaid coverage to home- and community-based care for more than 6,000 youth under age 21 who are faced with an array of serious health issues and otherwise could be forced to live in hospitals and other institutionalized settings.

State Police arrested 40 year old Rachel Rose of Otego for Aggravated DWI, with a BAC of .22%, plus Imprudent Speed and Moving from a Lane Unsafely.  A trooper was dispatched by Otsego County 911 to the area of Country Club Road in the town of Oneonta for a report of a vehicle off the road.  The trooper located Rose and her vehicle which was stuck in a drainage ditch.  Rose was processed and released on appearance tickets returnable to the town of Oneonta court on August 6, 2019.

Governor Cuomo today signed legislation prohibiting the manufacture, transport, shipment, and possession of knives that are undetectable by a metal detector. Possession of such weapons will now be considered a Class A misdemeanor and is punishable by up to a year in jail.  Members of the military and police officers may continue to carry these weapons for official use.  The law goes into effect on November 1, 2019.

Governor Cuomo signed legislation authorizing school districts to install stop-arm cameras on school buses in order to catch drivers who unlawfully pass a stopped school bus. In New York State, approximately 1.5 million students ride school buses to and from school every year, However, Operation Safe Stop in April 2018 exposed that hundreds of people ignore this law and over 850 people were ticketed in 1 day.

The Chenango County Department of Public Works closed County Road 17 between State Route 41 and Loomis Road in the Town of Afton today for the replacement of a large culvert. The New York State Office of Mental Health announced the adoption of regulatory amendments that will allow for an expansion of the state’s crisis response system while emphasizing person-centered recovery and rehabilitation in the community.    Crisis Residential programs are available to all New Yorkers, including children and adults, regardless of the ability to pay.  The goals of a crisis management system are to: maintain people safely in the community, reduce unnecessary emergency room visits and inpatient hospitalizations & coordinate information sharing among clinicians, patients, & family members to reflect patient preferences.

Police Agencies are warning the public about an ongoing Social Security scam where the caller identifies himself as a police officer in an attempt to gain person and financial information from the victim, the Police Department’s name may also appear on your phone as the caller.   Police Departments will never request financial information or Social Security numbers over the phone; they also do not request any type of payment to be made over the phone by a credit card or a gift card.

On July 28th, 2019 a Town of Earlville resident was arrested by the Chenango County Sheriff’s Office for Driving While Intoxicated.  Deputies arrested 27 year old Cody Williams, after an investigation into a property damage motor vehicle accident on South Street in the Village of Smyrna.  Williams was issued tickets and is to appear in Smyrna Village Court on August 15th.

On July 29th, 2019 a City of Norwich resident was arrested by the Chenango County Sheriff’s Office for Criminal Possession of a Controlled Substance.  23 year old Richard Gaffney was arrested after a Traffic Stop on State Highway 12; he was arraigned in the Town of North Norwich court and was remanded to Chenango County Corrections in lieu of $2,500 cash bail or $5,000 bond.

Hancock Fire Department and the Delaware County Sheriff’s Office were dispatched to a reported tractor-trailer fire on State Highway 17 near Hancock.  The Trailer contained recycled plastic pallets; it sustained severe fire and heat damage.  Route 17 Westbound was shut down for about 1 hour while crews were extinguishing the fire.  The fire was deemed under control within a short period of time. The cause of the fire was ruled accidental by the Hancock Fire Department.

27 year old Amanda Chandler of Oneonta has been located, after she was reported missing on July 20th.  A State Trooper in Oneonta made contact with Chandler last Thursday and stayed with her on the phone until a trooper in Binghamton was able to check on her.  It was determined that she was in good health and not in any danger.

Governor Cuomo announced $206 million in new State and federal funding to enhance the safety and optimization of freight goods movement across New York.  The funding is in support of the 1,200 highway miles in the State, for infrastructure and operational improvements,   In the Southern Tier, $9.0 million will go for safety enhancements, shoulder widening and horizontal curve flattening along Route 8 in the Towns of Norwich, New Berlin, and Columbus

Delhi Village Police arrested 49-year-old Steven Witte of Arkville for Driving While Intoxicated, Reckless Driving, Attempted Assault, Unlawfully Fleeing a Police Officer and numerous traffic infractions. Witte is accused of striking a police officer with his vehicle while fleeing the scene of a motor vehicle accident at the McDonald’s drive through on Main Street. Witte was arranged at the Delhi Town Court where he was remanded to the Delaware County Jail in lieu of $100,000 cash bail / $200,000 secured bond. The officer struck by the fleeing vehicle was not injured.

Governor Cuomo signed legislation allowing victims of sexual offenses, stalking and human trafficking to participate in the Department of State’s Address Confidentiality Program. Victims will be able to keep their address hidden from their perpetrators by using a substitute address provided by the Department of State.  Under the previous law, only victims of domestic violence were eligible to participate in the Address Confidentiality Program.

The Broome County Sheriff’s Department is searching for a missing teenager from Port Crane.  15 year old Rebecca Sabrina Cortez left her parent’s home in Port Crane last night; she is described 5′, 6″ tall weighing between 115-120 pounds and has dark hair with highlights in it.  She was last seen wearing light brown pajama pants and a dark blue sweat shirt.  Anyone with information should contact the Broome County Sheriff’s office at 778-1911, option 1 or the Broome County Sheriff’s Office tip line at 778-1196.

Delaware County Public Health announced that a raccoon in the Town of Bovina has tested positive for rabies. The rabid raccoon exposed 1 dog that was not up to date on its rabies vaccinations; Public Health is working with the dog owner and Town of Bovina officials to implement six-month quarantine on the dog. Governor Cuomo today announced $187 million in funding to support 25 statewide projects that will protect and transform New York State’s health care system. This funding from the Statewide Health Care Facility Transformation Program will improve patient care through the development of high-quality medical facilities and programs serving the inpatient, primary care, mental health, substance use disorder and long-term care needs of communities throughout the State.  The Southern Tier will get 11.5 Million Dollars.

Local law enforcement officers will take to the rooftops of several Dunkin’ restaurants Friday Morning for the annual “Cops on Top” event in order to raise awareness and funds for Special Olympics New York. Locally, Law enforcement agencies are participating Friday morning at the Dunkin Donuts at 117 State Route 7 in Sidney.

Governor Cuomo signed legislation authorizing firefighters and other emergency medical responders to remove animals in unattended motor vehicles under conditions that endanger their health or well-being. This legislation will help reduce wait times when calls are made to 911 that a pet is in danger, especially in areas and at times when law enforcement or animal control availability is limited. The bill goes into effect immediately.

State Police continue to search for 32-year-old Brandon Williams of Endwell, who has not been heard from since March 5th. Williams was last seen in the area of State Highway 38B and State Route 26 in Maine.  Williams is described as 6’2″, 220 pounds with brown hair and brown eyes.   Anyone with information can contact State Police at 775-1241.

State Police responded to a crash on I-88 in the town of Fenton Tuesday. 55 year old Douglas Peters of Amsterdam rear-ended an unoccupied attenuator truck that was stopped in the passing lane on Interstate 88 just west of exit 2.  The truck did have its emergency lights and arrow stick activated.  The operator of the attenuator truck was collecting signage and not in a work zone.  Peters was ejected after his vehicle struck the concrete barrier, he was transported to Wilson Memorial Hospital and is in stable condition, he was ticketed for Failure to Exercise Due Care When Passing a Stopped, Standing or Parked Hazard Vehicle and not wearing a Safety Belt.

Delaware County Sheriff’s Deputies arrested 31-year-old John Mahler of Walton Tuesday for obstructing government administration and harassment.  Mahler is accused of intentionally interfering with a Walton Fire Department investigation into a report of a tree on utility wires in the Village of Walton; he was arraigned in Walton Village Court and was released on his own recognizance.

Governor Cuomo today signed legislation limiting an educational institution’s ability to authorize any person who is not primarily employed as a school resource officer, law enforcement officer or security guard to carry a firearm on school grounds. Cuomo also directed State Police to establish statewide regulations aimed at strengthening existing gun buyback programs and create new programs for the safe removal of illegal, unsecured, abandoned or unwanted firearms.  This is the 3rd signing by Governor Cuomo this week to tighten gun laws, he signed a law extending the background check waiting period, banned bump stocks and banned undetectable 3D Printed guns and expanded firearm safe storage laws.

Local sales tax collections for the first 2 quarters of 2019 grew at a moderate pace compared to last year, according to State Comptroller Tom DiNapoli.  Collections during the 1st & 2nd quarters grew by 3.4 & 3.2%,   most regions upstate showed weak growth, with Central New York, the Mohawk Valley and North Country growing by about 1%, the Southern Tier fared better with a growth rate above the statewide average of 3.3 percent.

Tuesday morning, Delaware County Sheriff’s Deputies were dispatched to the scene of a tractor trailer rollover accident at the intersection of County Highway 26 and East River Road in the Town of Hamden.  51 year old Ronald Greene of Willow Grove, Pennsylvania was operating a trailer with liquid sugar on County Highway 26 when the truck experienced brake failure, Greene lost control & overturned.  Greene was not injured; the road was closed to traffic during the accident investigation and cleanup.  Greene was ticketed for failure to stop at a stop sign and inadequate brakes and was directed to answer those charges in the Town of Hamden Court.

Governor Cuomo today signed legislation criminalizing the manufacture, sale, transport and possession of firearms and major components of such weapons that are undetectable by a metal detector, including 3D printed guns and expanding laws requiring the safe storage of firearms. This legislation builds on the Red Flag Bill signed in February that prevents individuals who show signs of being a threat to themselves or others from purchasing or possessing a firearm and it builds on legislation Governor Cuomo signed Monday extending the background check waiting period and banning bump stocks.

Ed Curley of Sidney continues his bicycle trek across the country, to raise money for the Juvenile Diabetes Research Foundation; Ed told WCDO News that the journey will finish up tomorrow:

Governor Cuomo today signed legislation to allow state and local candidates to use campaign funds to pay for child care expenses, enabling more parents to run for public office.  Specifically, the bill amends state election law to allow campaign funds to be used to pay child care expenses that are “incurred in the campaign or in the execution of the duties of public office or party position.” The bill’s provisions are effective in 60 days.  In New York, about 33 percent of the state’s executive and legislative officials are women, compared with a national average of 29 percent of state executive and legislative officials, according to the Center for American Women and Politics.

The Susquehanna SPCA announced that they will break ground on their new animal shelter on Saturday August 24th.  The New Shelter will be about 1 mile north of the current facility on State route 28 near Cooperstown.

State Police conducted an Underage Drinking Initiative in Otsego and Chenango counties last week.  13 retail stores were checked and all of the stores were found to be in compliance and did not sell alcohol to the underage operative.  Among the compliant stores were: Mirabito Quickway in Sidney & Franklin,   Snake Bite Liquors of Afton& B & W Wines & Liquors in Bainbridge.

Delaware County Sheriff’s Deputies arrested 58-year-old Karl Heidenreich of Franklin for Criminal Impersonation; following a civilian report that Heidenreich falsely pretended that he was a Police Officer.  Heidenreich was released on an appearance ticket and is scheduled to appear at Franklin Town Court at a later date.

The Next Women’s Health talk tonight will focus on Plant-Based Eating, with dietitian Nicole Wake of UHS Chenango Memorial Hospital.  The discussion will be held tonight at Bohemian Moon, 103 W.
