State Police responded last night to a fatal crash involving a car and a tractor trailer on State Route 8 and County Road 35 in the town of Guilford.   The passenger of the vehicle, 73 year old William Brett of Kenoza Lake, was killed during the crash and the driver, 78 year old Patricia House of Kenoza Lake was transported by ambulance to Wilson Medical Center and is in serious condition.  The unidentified driver of the tractor trailer was not injured.  The investigation revealed that the tractor trailer was northbound on State Highway 8 when the House vehicle, traveling on Chenango County Route 35, went through the Stop Sign, through the intersection and wound up underneath the trailer portion of the tractor trailer.  The investigation is continuing.

The State Department of Labor released preliminary local area unemployment rates for November.  The State’s unemployment rate remained unchanged at 4.0% in November, Locally; Chenango County had 3.9% unemployment, Delaware county 4.1% & Otsego County 3.7% in November.

Otsego County Sheriff’s Department arrested 33 year old Aaron Willey of Oneonta for 2 counts of Criminal Sale of a Controlled Substance. Wiley was arrested on December 23rd, after the issuance of a sealed indictment from Otsego County Court. Willey allegedly sold crack cocaine in Oneonta on 2 separate occasions; he was arraigned in the Otsego County Court and was released on his own recognizance.

State Senator Jim Seward announced that $323.6 million was awarded to the 4 regions that he represents through the Regional Economic Development Council awards.  REDC grant award winners in Senator Seward’s district included $200,000 to establish the Otsego County Microenterprise Program; $50,000 to assist Otsego County prepare a community energy plan & $800,000 for Springbrook to revive the Ford Block in downtown Oneonta.

Governor Cuomo has proposed making the “New York Buy American” Act permanent.  The Act requires all structural steel and structural iron used in all state road and bridge construction projects with contracts worth more than $1 million to be made in America. The current law is set to expire April 2020.

Delaware County Sheriff’s Deputies arrested 18 year old Sebastian Swift, of Franklin for DWI following a motor vehicle accident where Swift struck a parked vehicle on Center Street in Franklin.  Swift was processed and released with appearance tickets made returnable to the Town of Franklin Court at a later date.

Governor Cuomo signed the “Safe Way Home Act” this week, which provides survivors of sexual assault no-cost transportation from medical facilities where they received initial care in the wake of an assault to their home or a shelter.  This legislation will go into effect after 90 days.

Delaware County Sheriff Deputies responded to a residence in the Town of Hamden along with the Town of Hamden Dog Control Officer following a report of an animal neglect and abandonment.  Deputies located an injured dog, which was transported to a local veterinary clinic for treatment. Deputies charged 31 year old Samantha Harrison of Hamden for Failure to provide proper substance to an animal; she was issued a criminal summons and is to appear in the Town of Hamden Court at a later date.

The Regional Economic Development Council local Awards have been announced.  In Delaware County, Saputo Dairy, will be able to Purchase and Install New Equipment in their Delhi facility with their $599,000 award, Trout Unlimited, Federal Hill Culvert Aquatic Connectivity Restoration in Hughes Brook in the Town of Delhi received $109,264, the Village of Delhi Water Treatment Plant will receive $82,000 for improvements, & Delaware County will receive $50,000 for their Comprehensive Housing Study.

Delaware County Sheriff’s Deputies arrested 29-year-old Margaux Malekian of Dobbs Ferry, on 1 count of Aggravated Unlicensed Operation, Unlicensed Operator, Speeding, and Driver’s view obstructed following a traffic stop in the Village of Delhi. Malekian was released on an appearance ticket and is scheduled to return to the Delhi Town Court at a later date to answer the charges.

The Morris fire department was dispatched to the Brian Madden residence at 287 West Hill Road home at just Monday afternoon.   Mutual aid was provided by from Gilbertsville, West Laurens, Laurens, Mt. Vision, South New Berlin, New Berlin, Pittsfield, and Mt. Upton, no injuries were reported, Madden escaped without injury.

Firefighters responded Monday afternoon to a fire at 959 County Highway 10 in Laurens.  The fire at the Decker residence was attributed to a clogged chimney, the Deckers & their dog escaped without injury, friends & relatives have started a go fund me page to assist the family.

Governor Cuomo announced a proposal for eliminating the “Pink Tax” on products aimed specifically for women.  A study in 2015 that analyzed prices of toys, clothing, personal care products and home health products that were substantially similar and found that 42% of the time, products targeted towards women are more expensive than men’s.   Women’s merchandise costs 7% on average more than similar items for men, with personal care products for women found to be priced 13% higher than men’s products.

Members of the Governor’s administration participated in volunteer events at 15 organizations statewide, they distributing over 5,600 toys, coats and school supplies to communities in need. Volunteers from the Producers Guild of America participated in collecting and sorting donations for the 4th year in a row.

State Police arrested 38 year old Andrew Van Dusen of Gilbertsville for allegedly stealing packages off porches in Oneonta’s West End. Van Dusen was charged with 2 counts of Burglary, criminal mischief & numerous counts of petty Larceny, he was arraigned & was released on his own recognizance, he is scheduled appear in the town of Oneonta court on Jan. 2, 2019.

Congressman Anthony Brindisi announced that he secured key language in a government funding bill to protect the Bainbridge VA clinic from closure. Brindisi inserted a provision requiring the VA to conduct a market area assessment before taking action on Bainbridge, in the recent government spending legislation that the President signed last week.  This protection will allow Bainbridge to keep its doors open and continue serving area veterans.

Governor Cuomo announced that temporary lane closures for road and bridge construction projects on New York State highways will be suspended during peak holiday travel times over the next two weeks to ease travel for motorists.  All road construction work behind temporary lane closures will be suspended from 6:00 tomorrow until 6:00 AM Thursday, December 26, and again from 6:00 AM Tuesday, December 31, through 6:00 Thursday, January 2nd.  Some work may continue behind concrete barriers or for emergency repairs.

Delaware Academy Superintendent Jason Thomson announced his resignation last week, after serving in that position for 9 years.  Thomson will take a similar position in Kinderhook, the School board will name an interim superintendent shortly & begin conducting a search for a replacement early next year.

Sentencing for former Cooperstown teacher Justin Hobbie has been rescheduled.   Hobbie was due to be sentenced in Federal Court in Binghamton last week in after pleading guilty on 3 counts of sexual exploitation of a child, for asking 3 teenaged females to send him lewd pictures through social media sites.  Hobbie was arrested in 2018 & left his position as a physical education teacher.

Developers who were attempting to build & operate a “Dollar General” store in the town of Franklin have withdrawn their request.  Franklin residents opposed the plan earlier this year when the requests were filed with the board to build a store there.

Delaware County Sheriff’s Deputies arrested 66 year old John Sanders of Roxbury, Thursday on an arrest warrant for Criminal Obstruction of Breathing, and Menacing, after an investigation of a complaint from the victim, alleging that Sanders grabbed the victim around the neck and applied pressure, and by displaying a dangerous instrument.  Sanders was arraigned at the Town of Roxbury Court & was released in his own recognizance, he will re-appear at a later date.

FEMA announced that federal disaster assistance has been made available to New York Counties for recovery efforts in the areas affected by severe storms, straight-line winds and flooding on October 31st through November 1st.  2 local counties were included in the disaster declaration, they are Chenango & Otsego counties, additional designations may be made following further damage assessments.

Governor Cuomo today unveiled legislation to prevent convicted sex offenders from using social media accounts, dating apps and video game chat functions to exploit children. The proposal builds on New York’s e-STOP law, which was passed in 2008 and requires sex offenders to register certain online activities with the state.

State Senator Jim Seward announced that $25,000 was awarded to the Schenevus Central School District as part of the Regional Economic Development Council awards.  Seward released a statement saying that the $25,000 REDC grant will help cover costs for a merger feasibility study with Worcester and allow Schenevus school officials to explore all possible options as they plan for the best future for students and taxpayers.  Seward sponsored legislation this year that was signed into law authorizing advanced state aid payments to assist the struggling Schenevus school district.

The State Legislature may consider a new law next year, to require sex abuse background checks for people looking to become mall Santa’s.   Currently there is no requirement for backgrounds checks for anyone serving as a Santa, Easter Bunny, or any other popular children’s character. The bill is proposed by State Senator James Skoufis of Orange County.

Governor Cuomo proposes that New York State crack down on retailers who illegally sell out-of-state, untaxed cigarettes.   Cuomo said that New York currently has the 2nd highest tax rate on cigarettes in the nation; the law would also allow state regulators to shut down retailers who sell tobacco products to underage New Yorkers.

The Centers for Disease Control and Prevention announced Thursday it has confirmed 138 cases of E. coli in 25 states.  Consumers should continue to avoid romaine lettuce from Salinas, California, where investigations have found a common grower.  If the location of the romaine lettuce isn’t listed, the CDC still warns consumers to avoid it.  Of the 138 total cases, 72 have resulted in hospitalizations, with 13 people developing kidney failure, so far, No deaths have been reported.

State Police will be out in full force over the Christmas & New Year’s holidays this year.  Police will be on the lookout for speeding, distracted drivers, intoxicated or impaired drivers, road rage and they will be making sure that motorists are buckled up; they will also pay special attention to violators of the state’s “Move Over” law

Governor Cuomo announced that more than $761 million in economic and community development funding has been awarded through Round 9 of the Regional Economic Development Council initiative.   Locally, The Southern Tier will receive $88.9 million supporting 109 projects, Central New York will get $86.2 million supporting 93 projects & the Mohawk Valley receives $82.7 million supporting 81 projects

5 Mile Point Fire Company will hold their 6th annual blood drive in memory of Trooper Christopher Skinner.  Trooper Christopher Skinner served for 13 years with the state police, he was killed in the line of duty on May 29, 2014 when he was struck by a pick-up truck while making a routine traffic stop, and he also served as a firefighter with the Five Mile Point Fire Company.  The event will be held on Friday, December 27 from 12:00 Noon to 6:00 PM at the 5 Mile Point Fire Company at 16 Crescent Drive in Kirkwood, appointments can be made with the Red Cross Blood Donor App, by calling 1-800-RED CROSS or visiting redcrossblood.org.

Governor Cuomo proposes protecting New York consumers from predatory and abusive debt collectors, by requiring debt collectors to be licensed by the State Department of Financial Services, where they would have to adhere to stringent standards of conduct and empower the State to examine debt collectors and pull the license of bad services. The proposal will also codify a FTC rule that prohibits confessions of judgment, which give lenders the unfettered power to go into court, get a judgment from a clerk and empty the consumer’s bank account.

A bill from Assemblywoman Didi Barrett and State Senate Agriculture Chair Jen Metzger to protect New York’s livestock industry from the Asian long horned tick was signed into law by the Governor this week.  The new law directs the DEC Commissioner to include the Asian long horned tick on the State’s invasive species list and on the DEC’s comprehensive plan for invasive species management, and also directs the Commissioner of Agriculture and Markets to develop and distribute to farmers an informational pamphlet on Asian long horned tick treatment, management, and prevention.  The tick was first reported in the United States in 2017, the 1st new tick species to enter the country in 50 years, and is currently found in 7 states including New York.

Delaware County Sheriff’s Deputies arrested 67 year old Thomas Lima of Franklin for 2nd degree harassment plus 12 counts of Criminal contempt.  It is alleged that Lima engaged in a course of conduct which alarmed another person & violated an Order of Protection. Lima was arraigned in the Delhi Town court and released on his own recognizance; he is scheduled to appear in the Town of Franklin Court at a later date.

State Officials announced a $10.5 million settlement with NYSEG & Rochester Gas & Electric Corp., following the companies’ failure to adequately prepare for and restore service after storms in 2018 that left more than 300,000 homes and businesses without power.   NYSEG acknowledges and admits to 18 violations of its state-approved emergency response plans, and RG&E acknowledges and admits 3 violations.  The money will be used to provide customer benefits at the direction of the Public Service Commission.   NYSEG will hire and maintain 20 additional employees with storm restoration responsibilities.

Governor Cuomo announced a proposal to prohibit the distribution and use of Styrofoam, single-use food containers. The proposal also bans the sale of packaging materials known as packing peanuts. Additionally, the bill would authorize the State Department of Environmental Conservation to review and take action to limit or ban other packaging material upon a finding of environmental impact. The ban would go into effect by January 1, 2022. The ban exempts prepackaged food sealed prior to receipt at a restaurant or food service establishment, as well as packaging for uncooked or raw meat, fish or eggs.

A City of Norwich resident was arrested by the Chenango County Sheriff’s Office on a Fugitive from Justice Warrant.  Deputies arrested 33 year old Michael Bias of Norwich as a Fugitive from Justice Warrant, after arresting him on other charges. Bias was arraigned in the Chenango County Court and was remanded to the Chenango County Jail, where he will be picked up by the Cumberland County Sheriff’s Office at a later date.

A Village of Bainbridge resident was arrested by the Chenango County Sheriff’s Office for Criminal contempt. 58 year old William Armstrong was arrested after the Sheriff’s Department received a complaint that Armstrong violated an order of protection. Armstrong was arraigned in the Town of Bainbridge Court and was remanded to the Chenango County Jail on $250 cash and $500 bond.

State police arrested 30 year old Tyson Smith of Oneonta Saturday after finding 2 of his abandoned dogs in Schoharie County.   Smith was charged with 2 counts of overdriving, torturing and injuring animals and failure to provide proper sustenance, after Troopers responded to a house in the town of Fulton after receiving reports of dogs abandoned at the residence.  Police said that 1 dog was dead, the other was found living in “squalid” conditions & was taken to an area Veterinarian for treatment, Smith was issued an appearance ticket returnable to the Fulton Town Court at 2 p.m. Jan. 1.

The Chenango County Sheriff’s Department arrested 43 year old Amy Grant of New Berlin, for allegedly stealing more than $155,000 from her employer over a 5 year period.  Grant was charged with 2nd-degree grand larceny, 1st-degree scheming to defraud and falsifying business records, she will appear in court at a later date.

Governor Cuomo signed the Zombie Property Remediation Act, allowing municipalities to better address zombie properties. The new law will authorize local governments to compel mortgage lenders to either complete a mortgage foreclosure proceeding or to issue a certificate of discharge of the mortgage for any abandoned property, allowing local government officials to deal with these properties that decrease surrounding property values and put on a strain on municipal resources.  This new law goes into effect immediately.

State Senator Jen Metzger is proposing a permanent ban in New York State on Hydraulic Fracturing for natural gas.  The proposal follows the 2015 action by Governor Cuomo by signing a bill that called for the DEC to stop issuing permits to companies for Fracking in the state, prior to that action, fracking was performed by gas companies in the Western New York Counties since 1979

New York is prohibiting the aerial spraying of an agricultural pesticide chlorpyrifos, which can harm the nervous systems of infants and young children.  Governor Cuomo will direct the state Department of Environmental Conservation to ban nearly all uses of a pesticide commonly used by Apple growers by December 2020.

The New York State Association of Counties is supporting a proposal by Governor Cuomo to create a commission to investigate the potential benefits of importing prescription drugs from Canada. The 3-part prescription drug plan also includes a proposal to cap insulin co-payments at $100 a month for diabetics who are insured &  to let the state Department of Financial Services investigate spikes in prescription drug prices.

Governor Cuomo announced another proposal of his 2020 State of the State Agenda: Legislation triggering automatic manual recounts in close elections and establishing uniform recount procedures. Current law does not require automatic vote recounts, even when election results are extremely close. The legislation would require an automatic recount in all elections in which the margin of victory for a candidate or ballot proposition is 0.2%; & it would ensure that recounts be completed manually.

Governor Cuomo announced the state Environmental Facilities Corporation has awarded more than $16 million through the Water Infrastructure Improvement Act and the Inter-Municipal Water Infrastructure Grant Program to Southern Tier municipalities for infrastructure projects that protect public health or improve water quality. The Village of Walton will receive grants of 1.2 Million dollars for their $2, Million dollar project.

Delaware County Sheriff Deputies responded December 8th to a 1 car accident in the Town of Kortright.  22 year old Zachary Keenan of Delancey was the operator of the vehicle, he was charged with DWI, Operating a Motor Vehicle with a BAC of greater than .08%, failure to keep right and operating a motor vehicle with no seat belt.  Keenan was taken to O’Connor Hospital in Delhi & was treated & released, he is due to appear in Town of Kortright Court at a later date to answer the charges.

Governor Cuomo today unveiled the 4th proposal of his 2020 State of the State agenda; closing the rape intoxication loophole. Current Law does not adequately protect victims of sexual offenses who could not consent to sexual activity due to voluntary intoxication.  Under current law, a person is deemed incapable of consent when he or she is mentally incapacitated, but it states mental incapacitation occurs when a person involuntarily ingests drugs or alcohol. The exclusion of incapacitation due to the voluntary ingestion of drugs or alcohol limits the ability to fully prosecute sexual assaults.

State Supreme Court Judge Richard Rich Jr. has denied a motion ordering a recount in the Broome County District Attorney race, which allows the Board of Elections to certify that Libertarian Michael Korchak will be the Next Broome County District Attorney.  Korchak now officials defeats Republican candidate Paul Battisti by 55 votes.

Delaware County Sheriff’s Deputies arrested 27 year-old Jonathan Ferrer of Geneva, Saturday, following a routine Traffic stop.  Ferrer was charged with Aggravated Unlicensed Operation of a motor vehicle & Speeding at 79 miles per hour in a 55 mph zone. Ferrer was released on tickets and is to appear in Town of Colchester Court at a later date.

Area Congressman Antonio Delgado & Anthony Brindisi both announced that they will vote in Favor of Impeachment of President Trump.  Brindisi released a statement saying that while he appreciates that President Trump has signed into law bills that Brindisi authored, but he said that the President broke the law by trying to block the testimony of key subpoenaed witnesses that had direct knowledge of the administration’s actions.

Governor Cuomo unveiled the 2nd proposal of his 2020 State of the State agenda: legislation banning fentanyl analogs, which is a deadly synthetic opioid that is 50 to 100 times more potent than morphine, by making them subject to the same criminal sale or possession penalties as other controlled substances. The legislation will give the State Health Commissioner the power to ban any new fentanyl analogs that have been added to the federal schedule of controlled substances, The Governor will also propose a series of actions to expand access to medication assisted treatment for opioid use disorder in hard to reach communities.

The Driver’s License Access and Privacy Act, also known as the ‘Green Light law’, is now in effect , It allows all New Yorkers age 16 and older to apply for a standard, not for federal purpose, non-commercial driver license or learner’s permit regardless of their citizenship or lawful status in the United States.  Driver’s license applicants who have never been issued a Social Security Number are eligible to apply, provided that they show a combination of documents that prove their name, date of birth, New York state residency & any number of allowed foreign documents.

A Ford SUV has crashed into TriValley Family Practice Medical Offices in Canastota earlier today.  Part of the Medical Center has collapsed, 4 people were injured and were taken to area hospitals for undisclosed injuries, and the investigation is ongoing.

The New York Siting Board has approved of Calpine’s wind turbine project in Broome County.  4 turbines will be built in the Town of Windsor & 23 in the town of Sanford, in spite of the Sanford Town Board passing a resolution last week, which was labelled as overly burdensome to Calpine and was rejected by the Siting Board.  Calpine will be able to begin construction of the 27-tower project shortly.  Calpine also has plans to build turbines in the town of Guilford; the state has not made any decisions on that project yet.

The Sidney American Legion announced that they will host their Annual Kids Christmas Party this Saturday December 21st.  The event will run from 12:00 Noon until 2:00 PM at the Sidney American Legion at 22 Union Street.   The annual children’s Christmas party will feature Free hot dogs, beverage, dessert, goodie bags & kids can visit with Santa of course will be the main event.

The New York State Office for the Aging announced the launch of its new website, aging.ny.gov featuring improved design, navigation, search functions, and accessibility from virtually any device.  73% of adults over the age of 65 use the Internet and 88% of people between the ages of 50 and 64 use the Internet, about 1/2 of the population over 65 use smartphones

A Winter Weather Advisory is in effect for this region starting tonight, area Meteorologist Rich Townsend comments:

The Winter Weather Advisory in effect tonight from 9:00 PM until Tuesday afternoon at 4:00 PM.

State Police were dispatched Saturday to a report of a child that fell out of a minibus on I-81 near Kirkwood.  A preliminary investigation revealed that 2 minibuses with several members from an Amish community from Lancaster Pennsylvania were traveling south on Interstate 81.  A 3-year-old child was in the rear area of the first bus with other children when he leaned on an emergency window, which opened and the child fell out onto the Interstate.   The buses immediately turned around traveling northbound then back southbound and located the child running along the shoulder of the Interstate.  The child was treated at Wilson Hospital in Johnson City for lacerations, bumps and bruises, the investigation continues.

Governor Cuomo today announced the 1st proposal of his 2020 State of the State agenda: Preventing individuals from receiving New York State gun licenses if they commit a crime in another state that is similar to a crime that would disqualify them from owning a gun in New York State. The Governor also announced that the 2020 State of the State Address will be held in the Empire State Plaza Convention Center in Albany on January 8 at 1:30 PM.

State Police arrested 44 year old Joshua Cutting of Sidney Center for felony DWI after a trooper observed Cutting stop in the passing lane of I-88, the trooper also observed an equipment violation on the vehicle and initiated a traffic stop on State Highway 8 in the town of Sidney.  Cutting was issued appearance tickets to the town of Sidney court & was turned over to a sober third party.
