Governor Cuomo held his Coronavirus earlier today; he said that the numbers continue to be good across the state, but the problems of people congregating in large groups is a problem:

The Governor said that the State had 716 people hospitalized with the virus, the lowest number in 4 months, there were 8 deaths Sunday, the state death toll is at 25,056, and there were 519 new cases diagnosed of the virus, bringing the number to 407,326.

Chenango County Public Health reported their 7th death from the Coronavirus today.  They have had 182 confirmed cases so far, with 125 active quarantines, no hospitalizations, 159 recoveries and over 14, 300 tests have been performed.

State Police responded to a fatal motorcycle crash Saturday night on I-81 in Cortlandville.  The investigation reveals that 47 Michael Sipe of Johnson City was operating a homemade, unregistered motorcycle when he lost control, struck a guiderail and crashed.  Sipe was pronounced deceased at the scene.

Delaware County Sheriff’s Deputies & DEP Police responded July 7th to a 1 car accident near the intersection of State Highway 206 and Wilson Hollow in the Town of Colchester, the vehicle was not occupied, but Deputies located 33-year old Brian Hartwell of Bainbridge walking on State Highway 206.  Hartwell lost control of his vehicle and struck a highway sign and drainage ditch when he swerved to avoid a deer, he left the scene as he had been driving in violation of his conditional license.  Deputies discovered that Norwich Police Department held an arrest warrant for Hartwell for criminal contempt.  Hartwell was charged with a number of traffic offenses, & for the Norwich charge, he was turned over to the Norwich Police Department.

Otsego County Department of Health announced that they have had 4 new cases of COVID 19 reported in last few days.  They have had 89 total confirmed cases, 10 active cases with 2 hospitalized, 74 recoveries, 5 deaths,

The Chenango County Department of Public Works will close County Road 9 today between Page Road and Gardner Road in the Town of Greene, for the replacement of large twin culvert crossing under County Road 9.  This closure shall be in place from the stated date of closure until the twin culvert replacement project on County Road 9 is complete.  There shall be NO ON-SITE DETOUR. The traveling public is asked to seek alternative routes. Local traffic shall be allowed access to their homes, on each side of project.

Delaware County Public Health received no new reported case of COVID-19 Friday and no additional recoveries. The known active cases in the County remains at 4,   to date there have been 86 confirmed positive cases of COVID-19 in Delaware County, with 30 people quarantined.  4 people are isolated at home, none are in the hospital, 6 people have died and 76 have fully recovered.

WCDO NEWS FRIDAY 7-17-20

Gabriel Truitt of Oneonta was sentenced to life in prison without parole in Otsego County Court this morning.  Truitt was convicted earlier this year on charges of 1st & 2nd degree murder plus arson, for setting a fire at Walling Avenue in Oneonta, former Oneonta Firefighter John Heller died in the fire while helping to evacuate people from the burning building.

David Thomas of Oneonta was sentenced to 8 years in prison today for attempted murder.  Thomas pleaded guilty to attempted murder earlier this year in connection with a domestic dispute on a woman where she suffered a neck injury; an order of protection was also filed for the victim.

Governor Cuomo announced that Hospitalizations from the Coronavirus Dropped to 765 on Thursday, the Lowest Daily Total since March 18th.  there were 776 new cases of the virus yesterday, about 1% of all of those tested, bringing the total number of cases since March up to 405,551.  10 COVID-19 Deaths were reported Thursday the number of ICU patients on ventilators was down to 98.

Chenango County Public Health announced their latest Coronavirus Numbers today, they have had a total of 178 confirmed cases, 131 are quarantined, no one is hospitalized, there have been 6 deaths, 149 recoveries and over 13,800 tests have been performed.

Governor Cuomo announced that all restaurants and bars statewide can only serve alcohol to seated patrons. Service must be provided at the table, not at the bar, to patrons who are socially distanced by six feet or separated by physical barriers. Patrons must also order food if they are ordering alcohol. Citizens who see violations can report complaints with photos to the State Liquor Authority at sla.ny.gov.

Employees at UHS Primary Care Norwich coordinated a food and personal care product drive at UHS Chenango Memorial Hospital and its outpatient office locations, in order to donate the items to the Catholic Charities Roots & Wings program.    Items such as diapers, formula and hygiene products were donated, 5 collection bins with over 80 items were donated & were distributed to those in need.

State Police identified the 2 women who died after a one-vehicle crash in the town of Pittsfield Wednesday as 21 year old Tehya Gonzalez of Bainbridge and 21 year old Cheyenn Aubry of Treadwell.  The driver is a 26-year-old male who is facing criminal charges; his name will be released after he is formally charged.   Police responded early Wednesday to a report of a vehicle that went off of County Route 13 in the town of Pittsfield.

State tax receipts in June were down $1.5 billion or 17.3% from the previous year, according to State Comptroller Tom DiNapoli.  Due to the shutdown from the pandemic, June tax receipts were $475 million below projections, with shortfalls in personal income, consumption and business taxes.  Unemployment Insurance payments in June totaled just under $13.5 billion, compared to $135.6 million a year earlier.  The report can be found at https://www.osc.state.ny.us/

The New York State Sheriff’s Association is presenting State legislators with 10 proposals to protect law enforcement and civilians in the area.  Sheriff’s held press conferences throughout the state this week, they are seeking Increasing Resisting Arrest to a Class E felony, Making Failure to Retreat a Class D felony, Increasing the levels for assaulting a police officer by one degree, and making them crimes that require bail & Deem crimes against police officers as hate crimes.  They also are asking for May 15th to become a state holiday to honor police officers who have died in New York State.  The full list is available at nysheriffs.org.

57 year old Robert Bresee of Norwich has been sentenced to 15 years in prison for transporting and possessing child pornography, according to federal prosecutors & the FBI.  Bresee was previously convicted in Chenango County Court of 1st degree Rape, and was sentenced to 15 years’ in prison; he admitted that while on post-release supervision he uploaded child pornography.  Bresee was additional sentenced to another 15-year term of supervised release, & he is designated as a Level 3 Sexually Violent Offender, will be required to continue to register as a sex offender upon his release from prison.

The State Health Department announced 769 new Positive Coronavirus tests Wednesday, bringing the state total to 404,775 since March.  there were 11 deaths from the Virus Wednesday, bringing the state death toll to 25,014.  about 1% of those tested Wednesday tested positive.

Delaware County Public Health reported 1 new case of COVID-19 and no additional recoveries Thursday. The known active cases is 3, there have been 85 positive cases since March, with 32 people quarantined, 3 people are isolated at home, none are hospitalized, 6 have died & 76 have recovered.

Chenango County Public Health continues to see an uptick in Coronavirus cases, they are now up to 175 total cases, with 132 active Quarantines, no one is Hospitalized 149 have recovered, they have reported 6 deaths, & they have conducted over 13,700 tests.

Starting today, renters across the state impacted by the pandemic can apply to a new COVID Rental Assistance Program, for tenants who lost income due to the COVID-19 pandemic. New Yorkers can access program applications at hcr.ny.gov/RRP starting; the Program will provide eligible households with a one-time rental subsidy that will be sent directly to the landlord. Applicants will not need to repay this assistance.

Gabriel Truitt will be sentenced in Otsego County Court Friday on Murder & Arson charges, for setting the fire at Walling Avenue that killed former Oneonta fireman John Heller on December 29th, 2018.  Truitt started the fire in the building for revenge against an ex-girlfriend; Heller lived in another apartment in the building & died getting others out.  Truitt will appear live in Court Friday, as in person court appearances are back following virtual court action through the pandemic period.

WCDO NEWS WEDNESDAY 7-15-20

State Police responded at about 12:15 today to a report of a vehicle that went off the roadway near the on County Route 13 in the town of Pittsfield.  2 passengers in the vehicle did not survive the crash; the driver of the vehicle was transported to Bassett Hospital for an evaluation.   The investigation is on-going.

State police released more information about the accident Monday night between a vehicle & a pedestrian near Fred’s Inn on State Route 12 in the town of Norwich.  77 year old Gary VanDusen of Norwich was walking his dog in an unlit area of State Route 12 when he & his dog were struck and killed by a vehicle driven by 45 year old Tony Williamson of Bainbridge.  The investigation is continuing.

State Police will be working in Work Zones along state highways this summer, making sure that Motorists are obeying the Move Over Laws & other laws during “Operation Hard Hat”  Trooper Aga Dembinska of Troop C in Sidney explains:

During last year’s “Operation Hardhat” enforcement,  State Police issued 1,048 tickets across the state, including 493 speeding violations, 92 cell phone violations, 94 seatbelt, 72 move over violations among many other infractions.

The State Health Department announced that the number of Coronavirus cases Tuesday increased by 831  or about 1.3% of those tested, bringing the states total number of cases to 404,006.  831 people were hospitalized due to the virus, 94 were on ventilators, and there were 9 deaths, bringing the total since March to 25,003.

Today is the last day for the special enrollment for health insurance. New Yorkers without health insurance can apply for a health plan through the NY State of Health Plan Marketplace at nystateofhealth.ny.gov.

State Police observed a vehicle leaving the scene of a burglary on County Route 20 in the town of Edmeston and attempted to initiate a traffic stop.  The operator, 30 year old Jesse Souza of Oneonta failed to comply.  Souza led troopers on a pursuit through several Otsego County roads, the pursuit ended when Souza stuck the passenger side of an Otsego County Sheriff’s Department vehicle on Allen Road in the town of New Lisbon. Souza was taken into custody after a foot pursuit.  A passenger 20 year old Alexis Bowers of Norwich was also taken into custody.  Both were transported to Bassett Hospital for treatment and will be charged with Burglary, The Otsego County Deputy was treated at Bassett Hospital.  The investigation is on-going.

The Broome County Health Department reported another spike in Coronavirus cases Tuesday, reporting 811 total cases, 5 more deaths in recent days up to a total of 58; they have 624 recoveries & 486 people being monitored by the health department.

Delaware County Public Health received 1 positive lab report for COVID-19 Tuesday, giving them 84 Positive Results.  Officials report 76 recoveries, 2 patients isolating at Home: no Hospitalized, 6 are deceased & 30 Quarantined.

Property tax levy growth for local governments with fiscal years closing Dec. 31 will be capped at 1.56% for 2021, according to State Comptroller Tom DiNapoli. This figure affects tax cap calculations for all counties, towns, fire districts, 44 cities and 11 villages.   The tax cap limits annual tax levy increases to the lesser of the rate of inflation or 2% with certain exceptions, including a provision that allows municipalities to override it.

Governor Cuomo today announced that 4 additional states meet the metrics to qualify for the travel advisory requiring individuals who have traveled to New York from those states to quarantine for 14 days. The newly-added states are Minnesota, New Mexico, Ohio and Wisconsin, the state of Delaware has been removed. The quarantine applies to any person arriving from a state with a positive test rate higher than 10 per 100,000 residents over a 7-day rolling average or a state with a 10% or higher positivity rate over a 7-day rolling average. A travel enforcement operation begins today at airports across the state to help ensure travelers are following the state’s quarantine restrictions and to help contain the rates of COVID-19 transmission in New York State, failure to adhere could result in fines up to $2000.

The State Health department announced that there were 5 deaths in New York State from the Coronavirus, 2 of those were in Broome County, the state death toll is 24, 994.  Hospitalizations increased by 28 to 820 statewide, the number of people on ventilators was 101, there were 912 positive tests in the state Monday, bringing the statewide total to 403,175 confirmed cases since March.

Delaware County Sheriff Deputies arrested a Walton man upon the conclusion of their investigation of an early morning domestic dispute.  Deputies arrested 30-year-old Victor Matonis of Walton for unlawful imprisonment and harassment, he is accused of physically grabbing, restraining and attempting to prevent the victim from fleeing from the residence.  Matonis was arraigned in the Town of Walton Court and was released on recognizance pending his reappearance in the Town of Walton Court on a later date.

State Police at Norwich responded to a fatal motor vehicle accident involving a pedestrian near Fred’s Inn on State Highway 12 in Norwich, shortly before 10:00 PM last night.  The pedestrian was pronounced deceased on scene, an autopsy was ordered.  The operator of the vehicle is being cooperative with New York State Police Investigators. The investigation is on-going, more will be released when available.

Governor Cuomo announced the start of “Operation Hardhat,” a statewide traffic enforcement detail targeting motorists who drive recklessly through work zones. The operation is a joint initiative between the New York State Police, Department of Transportation and Thruway Authority, State Troopers will patrol active highway work zones throughout the summer, Troopers will be present within the work zones, dressed as highway maintenance workers, to identify motorists who disobey flagging personnel, speed through the work zone or violate the state’s Move Over Law.

Governor Cuomo held his latest Coronavirus briefing in New York City Today; he announced that a task force has developed a formula regarding school district reopening in the fall:

The Decision on which district will reopen will be decided between August 1st & 7th, and can be amended if there is a spike in Coronavirus cases in the region around the district as they get closer to reopening.

The State Health Department announced that the state had 557 new cases of the Coronavirus Sunday, bringing the state total to 402,363.  10 people died from the virus Sunday, the state death toll is up to 24,989, hospitalization fell to 792 Sunday, the lowest number since Mid-March.

Broome County District Attorney Michael Korchak announced today that 38 year old Derrick Cervini of Binghamton has been sentenced to 13 years in New York State prison and 20 years parole for 1st degree criminal sexual act.  Cervini was arrested for allegedly performing sexual acts with an underage female.

At 9:45 pm on Friday, Chenango County 911 received a report of a house fire at 61 Henry Street in the City of Norwich. The Norwich Fire Department with mutual aid from North Norwich & Plymouth Fire Departments and Chenango County Bureau of Fire responded to a working fire on the 2nd floor of the 2-story structure. The fire was knocked down quickly, 1 firefighter received minor injuries and was transported to the hospital. The cause of the fire was electrical.

State Department of Health Commissioner Dr. Howard Zucker today announced nursing homes and long term care facilities in New York will be allowed to resume limited visitations for facilities that have been without COVID-19 for at least 28 days. Residents in these facilities will be allowed 2 visitors at a time, and the visitors must undergo temperature checks, wear face coverings and socially distance during the visit.   For each facility, only 10% of the residents can be allowed visitors at any time, nursing homes are required to send their plans in order to begin visitations, which will not go into effect until July 15th at the earliest; more information is available at coronavirus.health.ny.gov.

A Class Action Lawsuit was filed by Gyms, Health Centers & spas Wednesday against the state and Governor Cuomo, after were not included in the Phase 4 re-opening following the COVID- 19 shutdowns in March.  Anna Banks of My Home Gym in Bainbridge said that their business was included in the lawsuit:

Governor Cuomo said recently that the concerns about gym related business was mainly regarding their Air conditioning filtration systems, he said this week that filtration systems with a Merv 13 rating removed the COVID 19 virus from the air & more research was being conducted.

 The Broome County Health Department announced that a person has tested positive for coronavirus following a large 4th of July gathering at 82 Front Street in Binghamton.  The Health Department advises that people that were at that event should self-quarantine until July 18th, and contact their healthcare provider if you develop symptoms including cough, fever and shortness of breath.  Testing is continuing at the drive-thru testing site at Binghamton University. For the 16th day straight Delaware County reported no new cases of COVID-19 and no additional recoveries. To date there have been 82 confirmed positive cases of COVID-19, with 20 people quarantined, no one is isolated at home or in a hospital, 6 people have died and 76 have fully recovered.

Chenango County Department of Public Works announced the complete closure of County Road 36 between the intersection of Wahlberg Road / Whites Hill Road and the intersection of Aldrich Road / Oxford Road, from Monday July 13th until Project Completion.  Crews will be replacing a large culvert under County Road 36.  There will be NO Detour; the traveling public is advised to seek alternative routes.  More information is available at 337-1710.

Governor Cuomo announced that Malls in Phase 4 regions can open Friday but only if they have high-efficiency Air Conditioning systems with Filters with a Minimum Efficiency Reporting Value; or “MERV rating” that filters out of the COVID-19 virus:

Ventilation protocols include increased outdoor air, reduced air circulation, longer system run times and frequent filter checks, Mall Staff and shoppers will be required to wear masks and maintain social distancing protocols.

The State Health Department announced that Patient Hospitalization from the Coronavirus is 851, the number of people on ventilators is at 98, and there were 8 deaths Wednesday& 584 new cases of the virus diagnosed.  The state death toll is 24,959, the total number of cases since March is 399,513.

Chenango County Public Health announced that they have had 159 total cases of the Coronavirus so far, 74 are currently quarantined, no one is hospitalized, there have been 141 recoveries, 6 deaths and over 12,400 tests have been performed.

Delaware County Sheriff’s Department announced that a Stamford man succumbed to a cardiac emergency while driving in the Town of Kortright Wednesday afternoon.  At approximately 12:20 PM Wednesday Deputies & EMS responded to a report of a vehicle off the roadway, upon their arrival, emergency medical personnel discovered the driver 67 year old John Mason of Stamford was in cardiac arrest and began lifesaving treatment, however, efforts to resuscitate Mason were unsuccessful.  The Investigation determined that Mason suffered a fatal cardiac related emergency while driving and drifted off the roadway and into a ditch.

U.S. Senator Charles Schumer was in Cooperstown yesterday.  Schumer is urging the President to send more federal aid to municipalities; Otsego County officials reported that they lost an estimate 15 million dollars in revenue because of the shutdown from the Coronavirus pandemic.

The Oneonta Common Council approved of a measure to form the Community Advisory Board, to review the Oneonta Police Departments’ policies & procedures.  All municipalities in New York State with a police force are mandated to hold public meetings to reform police practices by April 1st of next year.

The Oneonta History Center at 183 Main Street reopens to the public on Friday at 12:00 noon. Attendance will be limited to a maximum of 15 persons at a time. Masks and social distancing will be required. There will be regular cleaning and disinfecting of high-contact surfaces.  The History Center’s hours are Tuesdays through Fridays 12:00 noon to 4:00 PM and Saturdays 10:00 AM to 4:00 PM, more information is available at 432-0960 or info@OneontaHistory.org.

State Police investigated a 1 vehicle tractor trailer crash at about 8:30 Wednesday morning on I-88 in Otego. Troopers reported that the tractor trailer filled with milk containers rolled over on I-88, blocking both lanes of the highway westbound & pour a significant amount of milk on the highway.  The Driver was 26 year old Andrew Lloyd of Porter Corners, he was not injured & told Troopers he fell asleep at the wheel, and he was later taken to Ellis Hospital in Schenectady by his employer.

Broome County Health Department announced that they are up to 728 cases of the Coronavirus, with 53 deaths, 602 recoveries & 320 being monitored by the Department, they have conducted 21,505 tests.

The next Sidney Town Board Meeting will be held live at 7:00 pm tonight at 44 Grand Street in Sidney.  Social distancing and masks will be required for entrance. Public attendance is limited to 30% of the meeting room capacity and seats are available until that capacity is reached.  Arrangements will also be in place to view the Meeting on Zoom. The State DOT is advising motorists the ramp from State Route 7 Northbound to I-88 Eastbound in the town of Dickinson will close today through July 23rd for repairs, milling and paving. Motorists should allow extra travel time to follow posted detours.  Motorists are urged to slow down and drive responsibly in work zones.
