Governor Cuomo today announced that 78,993 tests were reported for Sunday, yielding 898 positives or a 1.13% positivity rate.  Patient Hospitalization went up by 21 to 934, the number of patients in an ICU beds decreased slightly to 198, the number of patients on Ventilators went up by 4 to 106, 14 New Yorkers died due to COVID-19 Sunday, bringing the total to 25,659.

The Broome County Health Department reported 2825 COVID 19 cases on Monday, an increase of more than 200 since last Thursday.  They report 86 deaths, 2176 recoveries, the Health Department is monitoring over 4600 people.

Chenango County Public Health announced that they are at 313 cases of COVID 19 since March.  Currently there are 49 Active Cases with 4 Hospitalizations, 223 Quarantines, 7 deaths, 246 recoveries & about 33,550 tests have been conducted.

Governor Cuomo Announces Ski Resorts Allowed to Reopen With 50 Percent Indoor Capacity Beginning November 6th.  Masks will be Required When Not Eating, Drinking or Skiing, Lifts will be Restricted to Members of the Same Party, Thorough Cleaning and Disinfection of Rented Equipment and Other Health and Safety Protocols will also be Required.


The State University of New York Athletic Conference announced that they are cancelling all winter sports seasons.  The sports that are impacted include the conference schedules and championships for men’s and women’s basketball, as well as men’s ice hockey.  The championships for men’s and women’s swimming & diving and indoor track & field are also cancelled.  SUNYAC will continue to plan for the possibility of spring sports, that decision will be made at a later date.

Delaware County Sheriff’s department announced the arrest 20 year old Jarett Griffin of Walton, following numerous complaints of roadside campaign signs being stolen. A State Forest Ranger patrolling the Steam Mill Forest in the Town of Masonville last week recovered more than 20 stolen campaign signs that were dumped on the state owned land.  Griffin was charged with petit larceny following an investigation and review of video surveillance images by Deputies and the candidate; he faces court action in Town of Walton Court at a later date.   The Sheriff’s department encourages anyone witnessing the theft or destruction of campaign signs to report their observations to them, Delaware County Sheriff’s Office.

Delaware County Sheriff’s Investigators arrested and charged a Parksville man in connection with a January 2nd burglary at the Hancock County Store.  Investigators noted similarities to the December 9th 2019 burglaries at the Hancock Mirabito Convenience Store and the Hancock Post Office.  Delaware County Sheriff’s Deputies arrested and charged 57-year-old Julius Leonard, Jr., of Parksville with 3rd degree burglary & petit larceny in relation to the Hancock Country Store burglary & for a parole violation. Leonard was arraigned & was remanded to the Delaware County Correctional Facility without bail pending further court action.

Governor Cuomo held a COVID 19 briefing Sunday, he said that the next big project will be how to deliver prospective vaccines to New Yorkers, how much federal help will there be & how do they store the vaccines that may require -80 degree refrigeration, for anywhere from 20 to 40 million doses:

The State had 1390 positive tests on Saturday, there were 913 hospitalized, 200 in ICU beds, 102 on ventilators, & 7 died from the virus.

Governor Cuomo announced that movie theaters outside of New York City can reopen at 25 percent capacity under state guidance starting October 23. No more than 50 people are allowed in front of each screen in each movie theater at once. Theaters can only open outside of New York City in counties that have COVID-19 positivity rates of less than 2 percent on a 14-day average and do not have any cluster zones.   Theaters cannot reopen in Broome County due to their current cluster situation.

Delaware County Public Health announced another positive case of COVID 19 Sunday.  They now report 140 cases, with 8 deaths, 121 recoveries, 96 are in quarantine, there are 11 active cases, and no one is hospitalized.

Otsego County Department of Health announced 2 new COVID 19 cases; both are in SUNY Oneonta students. Otsego County reports 927 total confirmed cases, 8 active cases, 2 hospitalizations, 7 deaths, there are 744 probable and confirmed cases linked to SUNY Oneonta & 21 confirmed cases in Hartwick College students

Delaware County Sheriff’s Department responded Friday to a crash where 3 people were transported to O’Connor Hospital.   The 2-car, head-on collision occurred on State Highway 28 in Delhi, at 10:45 AM,   87 year-old Robert Helt of Margaretville crossed into the opposing lane and struck an on-coming car being driven 54 year-old FaithAnn Hill of Delhi.  Helt was extricated from his vehicle by a homeowner and passerby immediately following the collision.  Hill and a passenger in her vehicle, 31 year-old Corinne Wheeler of Delhi were extricated from their vehicle by members of the Delhi Fire Department, all 3 were transported to O’Connor Hospital in Delhi for treatment of non-life threatening injuries.  Sheriff’s Deputies are continuing their investigation of this accident.

New York State will begin fully enforcing a ban against the distribution of plastic bags.  A ban on the distribution of plastic bags in New York started March 1st, a lawsuit by the plastic bag industry then held up the state’s enforcement of the bag ban. That lawsuit was rejected by the New York State Supreme Court, which issued a decision upholding the ban. The State DEC is set to begin enforcement of the plastic bag ban today.

Broome County Family Court Judge Rick Miller has officially been removed from office, following a lengthy investigation for sexual harassment allegations brought on by employees. Miller also failed to accurately report outside income, the state Commission on Judicial Conduct ruled 7 to 2 that he should be removed from office, Miller appealed and the case went to the State Court of Appeals. Miller has been removed as Family Court Judge, he is also barred from being a judge, but he can retain his law license.

State Trooper Timothy Conklin of Troop C has been named as a finalist for the 2019 “Trooper of the Year” by the International Association of Chiefs of Police’s Division of State and Provincial Police. Trooper Conklin was honored for his actions at a January, 2019 traffic stop that turned into a shootout in Kirkwood. Trooper Conklin was one of four nominees recognized for their heroic actions. He is representing the North Atlantic region.

Governor Cuomo announced that over 136,000 COVID 19 tests were conducted Thursday across the state, there were 1707 positives, 918 are hospitalized, 200 are in ICU beds, 97 are on Ventilators, & 10 died from the virus, the state’s death toll is 25,628. The State Department of Labor announced that the State’s seasonally adjusted unemployment rate decreased from 12.5% to 9.7% in September. The number of unemployed New York State residents decreased by 302,000, while labor force levels decreased by 362,900.

State Police and Broome County Sheriff’s Department are investigating the death of an unidentified 47 year old Endicott man who was struck by a train in the Town of Union. The incident occurred at 11:45 AM Thursday near the Hooper Road overpass in Endwell. Police do not suspect foul play, the investigation is continuing.

Governor Cuomo gave the latest statistics regarding COVID 19 today.  133,000 people were tested Wednesday, with 1460 testing positive, there were 13 deaths bringing the state death toll to 25,618.    Hospitalizations went down by over 40 to 897, Patients ICU beds went down slightly to 197 and Patients on ventilators went down to 95.

Chenango County Public Health announced that they have reached 290 cases of COVID 19 since March.  There are 26 Active Cases, 1 hospitalization, 196 Active Quarantines, there have been 7 deaths, 244 recoveries & over 32,200 tests have been conducted.

The Broome County Health Department announced that the county has had 138 new cases of COVID since Monday, they now have 2606 positive cases with 85 deaths, 1881 recoveries and over 3700 people are being monitored by the Health Department.  Areas in Binghamton and Endicott are in a “yellow zone” requiring precautionary measures that include 50% maximum capacity in houses of worship, a maximum of 25 people for non-essential gatherings and mandatory weekly testing at schools of both students and personnel. Delaware County Sheriff’s Deputies arrested 43 year old Duane Houck of Walton after they responded to a domestic dispute. Houck is accused of acting in an injurious manner in front of a child after he allegedly engaged in a physical domestic dispute, Houck was charged with with endangering the welfare of a child.  Houck was issued an appearance ticket and directed to appear in the Town of Walton Court on a later date to answer the charge.

Governor Cuomo & the State Health Department announced that over 111,000 COVID 19 tests were performed around the state Tuesday, with 1232 positives recorded.  Hospitalizations went up to 923, the number of people in UCU beds & on Ventilators have been slowly increasing over the last 2 weeks because of several clusters of cases around the state.  There were 11 deaths Tuesday, the state death toll is 25, 609.

The Broome county Health Department reported that they have gone over 2500 positive COVID 19 cases, with 41 new cases on Tuesday.  2 more deaths were reported, bringing their total to 85, they have 1753 recoveries and are monitoring over 3400 people.

The Federal EPA selected a remedy for the GCL Tie and Treating Superfund site in Sidney to address the remaining creosote contamination in soil and bedrock at the site. Former Area Assemblyman Pete Lopez is now the region #2 Administrator for the EPA, he told WCDO News about the next process in the 3rd phase of the clean-up:

Lopez said that the estimated cost of this remedy is $25 million, the EPA expects to address an ongoing source of groundwater contamination at the site, and help the aquifer to recover, a final action for the groundwater will be determined after this remedy is implemented. Congressman Anthony Brindisi today announced 2 grants in New York’s 22nd district, totaling nearly $1 million. The funds come from the United States Department of Agriculture as part of their Rural Development grant program.  The Otsego Northern Catskills BOCES was awarded $683,692 to help provide access to Science Technology Engineering and Math courses for high school students preparing for college or to enter the workforce. The Southern Tier Health Care System was awarded $218,557 to help fund education and training for opioid and substance abuse services in rural New York.

The city of Oneonta’s Former city manager George Korthauer left that position earlier this year, the Oneonta Common Council has yet to fill that position.  The Council met Monday to discuss whether they will keep the position as is, or change the title to a city administrator, with slightly different tasks.  The council made no decisions Monday & will address the topic again at a meeting next Monday.

The Town of New Berlin will hold a Public Hearing today, regarding the town budget crunch.  The hearing will begin at 5:45 at the Town Hall; the board may even consider disbanding the town Police Department to save $180,000 in costs.

55 year old George Knarich of New Lisbon was arrested by the Otsego County Sheriff’s Department for allegedly organized the New York Harvest Festival and Freedom Fair in Otsego County over the weekend after the Otsego County Health Department issued a cease and desist order to stop the event.  Knarich is accused of violating Governor Cuomo’s executive orders banning mass gatherings, and is facing trespassing and criminal nuisance charges, he was taken into custody and is being held at the Otsego County Correctional Facility pending court action, the investigation is ongoing, and another arrest is pending.

Governor Cuomo announced that the state has administered 12 million COVID 19 tests, with over 91,000 tested Sunday, with 1029 positive tests. there were 13 COVID related deaths Sunday, giving the state 25,587 deaths since March. Hospitalizations, Patients in an ICU Bed & patients on ventilators have all been increasing in the last 2 weeks.

Municipalities with Police Department have been mandated by Governor Cuomo, to meet with their communities & change Policing procedures, if deemed necessary with a commission of local residents. State Police arrested 73 year old Darrel Rich for 1st degree assault, in connection with a shooting in the town of Fenton on Saturday. State police reported that a 58-year-old woman was shot and was taken to Wilson Hospital in Johnson City. Rich was processed and transported to Broome County Central Arraignment, the shooting remains under investigation.

The Masonville Fire Department responded to a barn fire in Masonville Sunday on State Route 206. The fire started around 4:30 PM Sunday, 16 fire departments responded, the barn was filled with Hay, no people or animals were injured, it was completely destroyed, Delaware County Emergency Services is investigating the cause.

The Binghamton area has been designated as a Yellow zone, since the discovery of clusters in the City. The Otsego County Department of Health announced that a cease & desist order was in place for the New York Harvest Festival & Freedom Fair at 397 County Highway 15 in Mount Vision Friday through yesterday. The event is in violation of 2 Executive Orders where events must limit all non-essential gatherings to 50 or fewer. Violation of the restrictions comes with a $15,000 fine and individuals who attend the event and do not wear face coverings may be subjected to a $1,000 fine, The issue has been turned over to law enforcement.

Governor Cuomo announced Thursday’s COVID 19 numbers across the state; they conducted 131,993 tests with 1,194 positives.  Hospitalizations increased again to 779 people, the number of ICU patients went down slightly to 168, and the number of Patients on Ventilators went up by 11 to 78.  There were 6 deaths Thursday; the state death toll is 25,561.

NYSEG announced today that crews continue to make significant progress across the Oneonta Division, after strong winds and heavy rain disrupted service to thousands of customers on Wednesday. The company expects to restore 95% of customers in the Oneonta Division by 6:00 p.m. today and achieve total restoration by the end of the day. Currently, approximately 920 customers are without power in the company’s Oneonta Division which includes Broome, Chenango, Delaware & Otsego counties.

The 27th annual “Pit Run” will be held virtually this year, as COVID guidelines prohibits large gatherings like the Pit Run normally attracts.  Race Committee Member Rob Lishansky told WCDO News how the race will work:

The Chenango County Health Department announced a Drive-Through Rabies Clinic will be held tomorrow at General Clinton Park in Bainbridge.  The clinic will run from 9:00 to 11:00 AM, Pre-Registration is required at 337-1673, a $5 donation is requested.

Delaware County Public Health reported no new cases of COVID 19 Thursday, with 6 active cases all recovering at home, and 101 are in quarantine.  The county has had 129 total cases since the spring, with 8 deaths & 115 recoveries.

Delaware County Sheriff Deputies responded to a domestic dispute in the Town of Davenport on Monday night that resulted in the caller being arrested and charged with falsely reporting an incident.  Deputies determined that the caller, 26 year-old Brittany Cole of Davenport called 911 following a verbal dispute and falsely reported being physically assaulted during the domestic dispute.  Cole was charged with falsely reporting an incident; she was processed and issued an appearance to Davenport Town Court at a later date.

To register, you must be a U.S. citizen, a resident of the State and the county, city or village in which you are registering for at least 30 days before the election; and be at least 18 years old on or by November 3rd. Governor Cuomo announced that due to the increase in rapid COVID 19 testing around the state, a record 145,811 people were tested statewide Wednesday. 754 were hospitalized, 172 were in ICU beds, 67 were on Ventilators, there were 1410 positive tests, about 1% of all tested, there were 10 COVID Deaths Wednesday.

Chenango County Public Health announced that they are up to 265 positive COVID 19 cases, there are 11 Active Cases, 1 hospitalization, & 116 Quarantines. They report 7 deaths, 232 recoveries, with over 30,500 tests performed.

The Broome County Health Department announced that they have 97 new COVID 19 cases to report, giving the County a total of 2140 cases since March. Health Department officials report that there are 586 active cases, they report 83 deaths, 1471 recoveries & 2452 people are being monitored by the Health Department.

The Chenango County Health Department will be holding a Drive-Thru Flu vaccination clinic in Norwich on Saturday October 17th from 11 am to 1 pm. Health Department Director of Patient Services Barbara Ryan explains:

Ryan said that interested people must pre-register by calling 337-1660 before October 16th, to receive an appointment time. The cost is $15 for patients over 19 years of age. People are required to be in a vehicle with no more than 4 occupants, they must wear masks and they ask they people do NOT bring their pets.

Binghamton Mayor Rich David announced today that he tested positive yesterday for COVID 19. Mayor David said that he was feeling fine, but is following COVID guidelines, & he will follow the recommendations of health care providers, he will isolate at home & is working with the Health Department staff for contact tracing purposes. Several other mayors around Central New York are also reporting COVID positive tests following an in-person meeting among mayors & a press conference this week in Syracuse. The mayors of Fayetteville, Ithaca & Syracuse have also reported positive tests since that meeting.

NYSEG is reporting many power outages from yesterday’s storms. 975 Chenango County customers were without power this morning, as well as 730 Delaware County residents & over 2600 in Otsego County. Crews are working to restore power as soon as possible.

Otsego County Department of Health reported 1 new COVID 19 case reported Wednesday, bringing their total to 913 confirmed cases. There are 26 active cases, 1 hospitalization, there have been 7 deaths, 731 cases are linked to SUNY Oneonta, and 20 confirmed cases in Hartwick College students.

Delaware County Public Health announced 1 positive case of COVID 19 Wednesday, giving the County a total of 129 since March. There are 7 active cases, all patients are isolated at home, 90 people are quarantined, and there have been 8 deaths & 114 recoveries.

Governor Cuomo announced a 2nd round of awards of more than $423,000 for the purchase and installation of equipment to deliver addiction telehealth services statewide. Expanded telepractice capacity ensures access to addiction services for individuals and families who may not otherwise seek out treatment. More than $460,000 was awarded in the first round of this funding, bringing the total amount awarded to more than $883,000.

Governor Cuomo signed into law 2 bills sponsored by Senate Agriculture Chair Jen Metzger of the local 42nd Senate District, to support New York’s family farms. The first bill ensures farmers negatively affected by COVID-19 do not lose their agricultural property tax assessments due to reduced sales. The 2nd bill provides marketing assistance to promote products widely used in holiday celebrations that are produced by New York farms.
