School district across the state are putting up their budget proposals today for public approval, many district also have School Board Seats, capital projects & School Bus Propositions up for public vote. State Police arrested 4 people in connection with a case of over 100 neglected animals at a farm on Clark Lane and Pig Farm Lane in New Berlin. Arrested were 44 year old Dominick Brown, for 9 counts of aggravated cruelty to animals & 95 counts of Overdriving, Torturing and Injuring Animals; Failure to Provide Proper Sustenance. 74 year old Jane Richards for 9 counts of Aggravated Cruelty to Animals & 87 counts of Overdriving, Torturing and Injuring Animals; Failure to Provide Proper Sustenance. 56 year old Helen Goude & 60 year old Katheriena Goude, lesser counts of Aggravated Cruelty to Animals & Overdriving, Torturing and Injuring Animals; & Failure to Provide Proper Sustenance. On April 26th, over 2 dozen animals were located deceased and an additional 107 neglected animals were removed, including horses, pigs, cattle, sheep, goats, a llama, dogs and cats. All 4 were issued appearance tickets for New Berlin Town Court tomorrow

State Department of Labor today released preliminary local area unemployment rates for April 2024. Rates are calculated using methods prescribed by the U.S. Bureau of Labor Statistics. The State’s area unemployment rates rely in part on the results of the Current Population Survey, which contacts approximately 3,100 households in New York State each month. To recap last week’s statewide press release, New York State’s seasonally adjusted unemployment rate decreased from 4.3% in March to 4.2% in April 2024. Locally, Chenango County had 3.4% Unemployment, Delaware County 4.1% & Otsego 3.8% in April.

The Sidney High School Flood Monitoring Team will be giving a special presentation for the public in the Smart Community Room at the Sidney Memorial Public Library on Tuesday, May 28th at 6PM. Rich Townsend was a Science Teacher at Sidney at the start of the program in 2007, & is still guiding the program, he told WCDO about donations that they have received recently & what the money will be used for:

Delaware County Sheriff’s Office arrested 25 year old Sean Gillespie of Delhi on a bench warrant for failing to appear in court to answer to a drug related charge, issued out of the Town of Delhi. On May 9th, Deputies were contacted by the City Oneonta Police Department, who advised that they who had taken Gillespie into custody, he was turned over to central arraignment processing at the Delaware County Jail to await arraignment.

Norwich Police Department & the Chenango County Sheriff’s Office apprehended 1 of Pennsylvania’s Most wanted absconders. 31 year old Edwin Rodriguez of Philadelphia, Pennsylvania charged with being a Fugitive From Justice, Norwich Police received tips from City residents that Rodriguez had been hiding in Norwich and was planning to flee the area to an undisclosed location on Saturday, Rodriguez was taken into custody after a brief foot pursuit, he was wanted in Pennsylvania for Rape by Forcible Compulsion & Assault charges, Rodriguez was arraigned and held without bail, pending extradition back to Pennsylvania.

State Troopers along with local police departments will be ramping up more DWI patrols starting on Friday as part of their annual “STOP-DWI” High visibility engagement campaign. The campaign for Memorial Day weekend will kick off on Friday, & run through Monday, May 27th, Troopers and other local police departments will be looking for impaired drivers, plus speeders, distracted drivers and those with expired registrations or inspections.

45 year old Antwain Greene of Binghamton was found guilty of Criminal Possession of a Weapon, Criminal Possession of a Controlled Substance, and 2 counts of Criminally Using Drug Paraphernalia, by a jury in Broome County Court. On September 21, 2021, Greene was discovered to have a loaded and operable handgun while in the City of Binghamton. The Broome County Special Investigations Unit discovered the handgun, cocaine, ecstasy, and drug paraphernalia after a executing a search warrant at Greene’s residence located at 100 Roberts Street in the City of Binghamton. Greene is set to return to court for sentencing on August 16, 2024

Delaware County Deputies responded Tuesday night to the report of a 1 car motor vehicle accident on State Highway 23 in the Town of Stamford. Deputies confirmed that 4 occupants were in the vehicle, with 1 deceased. Nyheim Golden-Williams of Binghamton was pronounced deceased at the scene by a Delaware County Medical Examiner. The other occupants were identified as 17 year old Kayla Gonsalves of Delhi, 20 year old Alexis Lotterman of Walton, & 25 year old Isaiha Caballero of New York City. Gonsalves and Lotterman were taken to an area hospital for minor injuries, Caballero was transported to Fox Hospital for a possible neck injury. This investigation is still ongoing, and further charges may be pending, Delaware County Sheriff Craig DuMond encourages anyone with additional information to contact the Sheriff’s Office Criminal Investigations Division at 607-832-5629.

Delaware County Sheriff’s Office arrested 32 year old Cody Pope of Davenport for Aggravated DWI, following an investigation into a Motor vehicle accident. Sheriff’s Deputies responded to a one car Personal Injury Motor Vehicle Accident on State Highway 28 Tuesday, Deputies located multiple bottles and cans of alcoholic beverages within the vehicle, Pope was additionally charged with Consumption of Alcohol in a Motor, Speed not reasonable and Prudent, Move from lane unsafely and unsafe tires, she was released on appearance tickets and directed to appear at the Town of Delhi court at a later date to answer for the charges.

Chenango County Sheriff’s Office arrested 49 year old Michael Hackett of Norwich following a traffic stop in the Town of Norwich Monday. Deputies and Detectives initiated a traffic stop on a motorcycle on State Highway 12 for Vehicle and Traffic violations. During the investigation, Deputies located Methamphetamine, Cocaine, and Crack Cocaine. Hackett was charged with multiple counts of Criminal Possession of a Controlled Substance, Hackett was arraigned & he was held without bail until a later court date.

Governor Kathy Hochul today announced that major construction has begun on a $21.8 million project along a stretch of I-88 from Exit 18 in the town of Maryland to Exit 19 in the town of Worcester. The $21.8 million project will resurface 8.4 miles of pavement, Additionally, minor work will take place on the bridges over South Hill Road, and rehabilitation work will be done on 16 small culverts.

The State Department of Labor announced that the number of private sector jobs in New York State increased by 0.1%, to 8.35 Million in April. The State’s unemployment rate decreased slightly to 4.2% in April & the State’s labor force participation rate decreased slightly to 61.3%.

Chenango County Sheriff’s Office arrested the 2nd suspect of a Grand Larceny complaint. On July 15, 2023 a business in the Town of North Norwich reported that an enclosed trailer was stolen, Detectives were able to identify the 2 suspects by tracking the vehicle used in the larceny, into Oneida County by viewing security cameras, the suspects were Michael Garramone of Remsen, and Derek Crouse of Whitesboro. On July 28, 2023 Garramone was arrested, Crouse fled to Rhode Island, a warrant was issued for Crouse’s arrest. Cranston Police Department in Rhode Island was involved in a vehicle pursuit Sunday with Crouse on a motorcycle, they took Crouse into custody & he was turned over to the Chenango County Sheriff’s Office, he was charged with Grand Larceny & Conspiracy & was arraigned & remanded to the Chenango County Correctional Facility on no bail pending action in Town of North Norwich Court.

The Otsego County Sheriff’s Office arrested 26 year old Tyler Mitchell of Stamford, following a traffic stop in the Town of Edmeston. Mitchell was found to be operating a motor vehicle on a public highway with a suspended driver’s license, he was found to be in possession of a modified pistol that had the serial number removed, he was found to be in possession of a quantity of Methamphetamine and Suboxone. Mitchell was charged with Criminal Possession of a firearm, Criminal Possessing of a controlled Substance, among several traffic infractions, he was taken into custody and later held at the Otsego County Jail pending central arraignment.

Sidney Police & EMS responded at about 6:10 this morning to the report of a Norfolk Southern Train & Pedestrian Accident at West Road. 34 year old Nikita Burns of Sidney was pronounced deceased at the scene, the investigation into the incident is continuing by the Sidney Police Department.

Broome County Sheriff’s Office was awarded a grant totaling $834,118 from the New York State Division of Criminal Justice Services. The majority of the funding will be utilized to purchase a county-wide License Plate Reader network, to help in identifying and locating wanted criminals and fugitives entering the community, as well as helping locate stolen vehicles and vehicles involved in ongoing investigations. Some of the funding will also go toward purchasing a new Digital Forensic Computer and provide tablet and smartboard training technology for the Broome County Law Enforcement Academy.

State Police at Sidney arrested 61 year old Duane Gardepe of Masonville, after a domestic dispute at a residence on Axtell Road in the town of Masonville. Gardepe has been charged with 1st degree Rape, Criminal Sexual Act, Kidnapping, Sexual Abuse, Aggravated Sexual Abuse, Unlawful Imprisonment, Menacing & Criminal Mischief, An investigation revealed that Gardepe menaced and threatened a victim, prevented the victim from leaving, calling 911 and forced unwanted sexual acts. Gardepe was processed and arraigned, he was remanded to the Delaware County Jail without bail.

State Police arrested 22 year old Zachary Hoffman Kowatch, of Arkville for Reckless Endangerment as a Hate Crime, Endangering the Welfare of a Child and Aggravated Unlicensed Operation. On May 9, Hoffman Kowatch was in a vehicle on Main Street in the village of Fleischmanns when he began yelling anti-semitic remarks at a teenager who was riding a bicycle, he attempted to intentionally strike the teenager and an adult with his vehicle while yelling obscenities and making anti-Semitic remarks before fleeing the scene. Hoffman Kowatch was located at his residence in Arkville and arrested, he was arraigned & was remanded to the Delaware County Jail on no bail.

Local sales tax collections in New York state increased by 1.5% in April compared to the same month in 2023, according to data released today by State Comptroller Tom DiNapoli. Overall, local collections totaled $1.76 billion, up $26.1 million from the same time last year. New York City’s collections increased 3.9%, County and city collections in the rest of the state decreased -0.5%. 25 of 57 counties experienced year-over-year decreases.

Governor Hochul announced the launch of Round 14 of the Regional Economic Development Council Initiative, which includes $445 million in grant and tax-credit funding combined with a wide range of programs from 8 state agencies, Empire State Development is launching the Capital Improvement Grants for Pro-Housing Communities Program and the Small Manufacturer Modernization Grants Program. Broome County Sheriff’s Office arrested a Kirkwood man for 3 gas station robberies. The 1st Robbery was on May 9th, at the Speedway gas station on Route 7 in Sanitaria Springs, where a male with a black shirt wrapped around his hand, implying he had a weapon, and grabbed a cash register & fled the scene in a gray Ford F-150 pickup truck. The 2nd Robbery was at the Mirabito gas station on Old Route 17 in Windsor, Sheriff Deputies identified the suspect vehicle and potential suspect as 46 year old Clint Loomis of Kirkwood. On Friday, a 3rd Robbery occurred at a gas station in Greene, Loomis was located on Route 12 in the Town of Chenango, A Deputy attempted to conduct a traffic stop, Loomis resisted, a Taser was deployed but Loomis drove off, Tire deflation devices were set up, Loomis damaged his tires but continued to flee, eventually leaving the vehicle on foot, he was apprehended. Loomis was wanted on a warrant, & was charged with Robbery, Obstructing governmental administration, reckless endangerment, unlawfully fleeing Police, Resisting arrest & 26 traffic violations, he was being held for arraignment.

Governor Hochul announced the opening of the application period for $50 million in funding for law enforcement agencies across New York State. The funding will allow police departments and sheriffs’ offices outside of New York City to purchase new technology and equipment to modernize their operations, More information is available at criminaljustice.ny.gov. Delaware County Deputies responded Saturday night, to Gregory Hollow Road in the Town of Colchester for a report of a truck stuck in a brook. Upon arrival, Deputies identified a male walking away from the scene, as 44-year-old Jesse Luscomb of Hamden. Luscomb had traveled onto private property with a vehicle and caused significant damage to the property, ultimately becoming disabled in mud. Luscomb was charged DWI, Uninspected Motor Vehicle and Leaving the scene of a property damage accident, Obstructing Governmental Administration, Reckless Criminal Mischief & Trespassing, Luscomb was processed and was then transported to the Delaware County Correctional Facility for Arraignment.

State Police arrested 26 year old James Christ Jr. of Deposit for 1st degree Assault & 2nd degree Manslaughter. Troopers were dispatched Friday to Fair Street in Deposit after a toddler became unresponsive. Following an investigation, it was determined that Christ recklessly caused the death of the child. Christ was arrested late Friday and arraigned & was remanded to the Delaware County Jail on no bail. This investigation is on-going.

Broome County Special Investigations Unit Task Force executed a search warrant at 516 Central Street in Endicott last Wednesday. The target of the search warrant was 55 year old Gregg Stroud, During the search, officers located Methamphetamine, Amphetamines, Adderall, Scales and packaging used for the distribution of narcotics. Stroud was charged with multiple Counts of Criminal Possession of a Controlled Substance and 2 Counts of Criminally Using Drug Paraphernalia in the 2nd Degree, he was transported to the Broome County Correctional Facility for processing and arraignment.

Otsego County Sheriff’s Office arrested 26 year old Brendan Rose of Milford following an investigation of a personal injury motor vehicle accident. Rose was charged with Aggravated Unlicensed Operation, Leaving the scene of personal injury accident, Reckless Driving, Unlicensed Operator, Rose fled the scene following the accident & was found to have a suspended New York State Driver’s License, he was issued Appearance tickets and is set to appear in court at a later date.

Broome County Sheriff’s Road Patrol responded Sunday to an accident involving an overturned milk truck near Exit 83 on Route 17 in Deposit. Non-life-threatening injuries were reported, 1 lane was closed for several hours for the investigation & clean up.

Broome County Sheriff Fred Akshar released the results of the latest round of targeted crime response by the Broome County Sheriff’s Office in areas across Broome County as the agency prepares to activate a full-time Strategic Response Group. Over a 6-week period in March and April, members of the Broome County Sheriff’s Office utilized statistical and crime-mapping data from the Southern Tier Crime Analysis Center in Binghamton to identify “hot spots”. The office reported 22 Narcotics Arrests, 13 Warrant Arrests, 40 Vehicle and Traffic Arrests & 234 Traffic Violations Issued (208 Traffic Stops Conducted)

Delaware County Board of Elections reminds county voters that Federal, State & Local Primary elections will be held on Tuesday June 25th from 6:00 AM to 9:00 PM. The last day for new voters to register is June 15th, the last day for the Board of Elections to receive early mail/absentee ballot applications online or by mail is June 15th There will be no Republican, Working Family or Conservative party primary elections in Delaware County, Voters should note that the elections are limited to 2 Democrats running for a seat on the Roxbury town Council, 2 Democrats running for the 102nd Assembly district seat, which includes Davenport, Delhi, Franklin, Hamden, Kortright, Meredith & Walton. State Police remind motorists to obey the state’s Move Over Law. On Thursday, a Thruway Authority maintenance worker lost his life while setting up a work zone on the I-90 in Henrietta. Another was injured in the same incident and remains in serious condition.

The Village of Sidney will provide containers at the Village Garage on Sherman Avenue today or Saturday, from 8:00 AM to 3:00 PM, for certain electronics, Metal and non-Freon appliances, Tires without rims, Freon containing appliances will only be accepted if the Freon was removed by a certified reclaimer.
