Governor Kathy Hochul has directed State Agencies to deploy additional assets to downstate regions devastated by the remnants of Hurricane Ida.  Governor Hochul said that the storm pounded the Hudson Valley, New York City & Long Island with More than 8 Inches of Rain, which led to Flash Floods, Power Outages and the shutdown of Mass Transit systems throughout the region.  The Governor said that President Biden has promised to send all resources necessary, with FEMA teams ready to respond shortly.

About $11.5 million dollars in federal funding will be distributed to fire departments across the State. The funding will be used to provide protective gear, training, and supplies to emergency personnel across more than ninety fire departments. This federal funding was administered through the U.S. Department of Homeland Security’s Assistance to Firefighters Grant, Locally, in this round of funding, the Milford Fire department will receive over $40,000 in funding, and Richfield Springs will receive over $48,000.

Delaware County Probation Officers & Sheriff’s Deputies arrested 25 year old Joseph Hahn of Walton after discovering a quantity of drugs and drug paraphernalia within his residence.   Deputies charged Hahn with criminal possession of a controlled substance; he was released on an appearance ticket for Town of Walton Court at a later date.

The New York State Senate and Assembly have approved the extension of the eviction moratorium until January 15th; the vote was 38-19 in the Senate. 80-60 in the Assembly. The bill will head to Governor Kathy Hochul’s desk to be signed.

The State Health Department announced COVID 19 numbers for Tuesday.  Over 146,000 tests were Reported, with over 4600 testing positive, or 3.15% of all tested.  Patient Hospitalization continue to climb, to 2,285, ICU Patients went up slightly to 493; the number on ventilators is back up to 250.

The Appalachian Regional Commission announced today approval of a grant in the amount of $150,000 to the Rural Health Network of South Central New York for the GetThere Transportation to Employment Program.   The GetThere Transportation to Employment Program will provide short-term transportation assistance to individuals who are not able to afford the cost of transportation at the beginning of employment.

Chenango County Sheriff’s Office arrested 23 year old Korey Crandall of Sherburne on a Bench Warrant issued out of the City of Norwich Court. Deputies located Crandall in the Town of Sherburne and was in possession of methamphetamines. Crandall was issued an appearance ticket for Possession of a Controlled Substance and was later turned over to the Norwich City Police Department.

Governor Kathy Hochul today announced that $89 million in child care provider stabilization grant funds have been disbursed. More than 10,600 of New York State’s 18,000 eligible child care providers have applied for Child Care Stabilization Grant funding. To date, child care providers have requested $585 million of the available $1.1 billion in federal funding. The New York State Office of Children and Family Services is administering the funds.

Governor Kathy Hochul today announced new measures for mandatory weekly COVID-19 testing for unvaccinated public and charter school employees, and to establish a vaccination requirement for all staff at state-regulated facilities and congregate settings. The state Health department reported over 95,000 COVID tests were conducted on Monday, with a positivity rate of just under 4%, patient hospitalizations were up to 2234, the number of ICU patients went up to 484, & the number of ventilators increased to 247, 22 new COVID deaths were reported.

The Delaware County Landfill has been approved for a variance by the State DEC to expand & improve its viability for many decades; County Public works Commissioner Sue McIntyre told WCDO News how the plan will work:

McIntyre said that the plan was about 8 years in the making, makes sure that the landfill has the latest double lined protection to prevent environmental issues, and should add 40 to 60 years of life at the existing landfills Walton site

Chenango County Public Health reported their 82nd death from the COVID 19 virus.  Officials reported 92 active cases, 24 of those are vaccinated.  They have 189 active quarantines, 5 are hospitalized, and 3622 have recovered out of 3872 total cases since the beginning of the pandemic.

Delaware County Public Health announced that the State Health Department has authorized a 3rd COVID 19 Vaccine, but it will only be for people with specific issues, according to DCPH Spokesperson Heather Warner:

Warner said that the people with those issues should take the Moderna 3rd shot if they have had the 2 previous Moderna vaccines, or the 3rd Pfizer shot if they have had the first 2 Pfizer shots.

Counseling services have been set up at the Worcester Central School district, following the death of 7 year old Hunter Hornbeck Saturday.  Hornbeck was injured while riding an ATV Saturday in Decatur; he succumbed to his injuries after being airlifted to Albany Medical Center.

Governor Kathy Hochul today announced that applications are now open for the next New York State Police Trooper Entrance Exam. The exam will be administered from January through April of 2022, & will be given online at authorized testing centers for the first time in State Police history, part of an effort to make the exam more accessible to the general public. The Sidney Central School District announced a plan for the school year that will include being in session 5 days per week for in-person learning for all grade levels. There will be no health screenings or temperature checks upon entering the building, but Face coverings will be required starting today, Sidney Superintendent Eben Bullock told WCDO News that the requirements are in line with Governor Hochul’s recommendations, plus the district has an added bonus:

NYSEG officials determined that a raccoon made its way into a substation in Broome County last night, leaving about 10,000 Broome County Area residents without power.  NYSEG officials said that power was restored in about an hour.

Lawmakers could be called back to Albany as early as this Wednesday for a Special Session.  Lawmakers are expected to extend the eviction moratorium until next January, to alleviate financial pressure on both renters and owners due to the COVID 19 pandemic.

State Police arrested 32 year old Phillip Cosilmon of Preston for Criminal Possession of a Controlled Substance following a traffic stop in the village of Greene and the execution of a search warrant at his residence. State Police seized crystal methamphetamine, suboxone strips, cocaine, LSD, heroin, prescription pills & a large quantity of Cash, multiple firearms which included 4 assault rifles, a large quantity of ammunition and various stolen items.   Cosilmon was arraigned in the Coventry Town Court and was remanded to the Chenango County Jail on $150,000 bail.

State Police 35 year old Jovonne Best of Bainbridge for 2 counts of Aggravated Assault against a Police Officer with a Deadly Weapon, Reckless Endangerment, Criminal Mischief, Driving While Impaired by Drugs and Obstructing Governmental Administration.   Officers responded to a report of a violation of an order of protection in the town of Bainbridge, a trooper was interviewing Best when she ran into the garage and got into a vehicle, accelerated in reverse and nearly struck the Investigator, struck the garage door frame, the debris struck the trooper, she also struck the State Police vehicle, she was pursued by Police into a cornfield, where she fled on foot & was arrested. Best was arraigned at the Bainbridge Town Court where she was remanded to the Chenango County Jail on $25,000 cash bail or $50,000 property bond.

Otsego County Sheriff’s Office arrested 33 year old Casey Smith of the Town of Butternuts for Criminal Possession of a Controlled Substance, after deputies responded to assist State Parole Officers with a home visit where Smith is accused of possessing a large amount of narcotics, he was arraigned in Otsego County Centralized Arraignment and released on his own recognizance, he was then sent to the Otsego County Correctional Facility on a parole warrant. He is scheduled to appear in the Town of Butternuts Court at a later date.

State Police responded to a report of a child involved in an ATV rollover accident Friday in the town of Decatur.  A 7-year-old boy who was operating the ATV when it rolled over, He was airlifted to Albany Medical Center where he succumbed to his injuries.  The accident remains under investigation, no signs of foul play were observed by Investigators on scene.

State Police responded to a crash between a motorcycle and vehicle on Conklin Road/ State Route 7 in the town of Conklin. The operator of the motorcycle was pronounced deceased on scene, he has been identified as 21 year old Tristan Thor of Vestal. The investigation indicates that 44 year old Seth Delvillano of Binghamton was traveling north on Conklin Road when he crossed over into the southbound lane and struck the motorcycle head-on, the investigation is on-going.

Otsego County Department of Health reported 33 new cases of COVID-19 on Thursday, the highest number of cases reported since March. There have been 2 deaths this week from COVID-19. The County reported 93 active cases, with 4 hospitalized, the Delta variant is suspected in more than 95% of the current cases. Otsego County remains at a HIGH level of community transmission, the CDC & Otsego County Department of Health recommend everyone wear a mask indoors in public. State ethics regulators have asked State Attorney General Letitia James to investigate who may have illegally leaked information about a closed-door vote to Governor Cuomo’s office in 2019. The Joint Commission on Public Ethics, or JCOPE, voted to refer the matter to Attorney General James for a criminal investigation, if she accepts the referral, they would attempt to figure out who provided Cuomo’s office with legally protected information from the ethics panel regarding a complaint against Cuomo’s former top aide, Joseph Percoco.

Delaware County Public Health announced that they had 54 new cases of COVID 19 in the last week, with 65 active cases, 4 hospitalized, 117 quarantined, they have had 2679 positive cases with 52 deaths since the pandemic began.

Delaware County’s Board of Elections has received funding from a grant to change their system thanks. The Board is planning to create more access with a new early voting site at an undetermined location & they are working on securing a Technology Innovation and Election Resource Grant to purchase an absentee ballot scanner and additional software.

Governor Kathy Hochul announced that she will fire individuals who allegedly contributed to a culture that allowed for sexual harassment under former Governor Andrew Cuomo who resigned this week after the the report by Attorney General Letitia James alleged that Cuomo sexually harassed 11 women. Former Cuomo Staffer Melissa DeRosa & Linda Lacewell have already resigned, Governor Hochul said that she would finish assembling her team within 45 days of her inauguration.

State Police announced that the driver in a fatal accident on I-81 in the town of Triangle Tuesday evening was 64 year old Paul Fridley of Fenton, Missouri. Troopers were dispatched Tuesday at about 6:15 PM for the report of a vehicle on its side & on fire. State Police are asking anyone who may have witness the crash of the Kia Sedona with Missouri plates, to call them at 775-1241.

State Police & Delaware County Emergency Management responded to the report of a woman falling from a rock ledge in the town of Andes Tuesday. 60 year old Corinne Whitaker of Hastings-on-Hudson was pronounced dead at the scene by the Delaware County Medical Examiner’s Office after falling from a cliff on the Snake Pond Hiking Trail at around 8:00 PM Tuesday. State Forest Rangers, the Andes Fire Department and LifeNet medevac assisted at the scene.

The State Department of Transportation announced that State Route 28 near Frank Slawson and Epps roads in the town of Franklin will close September 7th, for a culvert replacement over Knapp Brook. DOT Officials stated that motorists on State Route 28 will be detoured to take state Route 23 to Davenport Center and then take county Highway 10 to Meridale to connect back to state Route 28, the project is expected to be completed on September 22nd.

Governor Kathy Hochul has directed the State Department of Health to institute a universal mask requirement in all public & private schools, as determined necessary at the discretion of the Commissioner. The Department of Health will issue the requirement through regulatory action established by the Public Health and Health Planning Council. Governor Hochul will also pursue options to mandate vaccines for school employees or require weekly testing in the absence of vaccines and will continue to work with the Department of Health and the Legislature on establishing the mandate.

State Police issued over 40 citations during an Operation Hard Hat detail in Broome County Wednesday. Troopers were set up while workers completed bridge work along I-81 in Binghamton, Police issued 25 tickets for speeding, 3 for failing to use seat belts, 3 for using a cell phone use, & 10 others for other infraction.

Cooperstown Police Arrested 62 Year Old David Perez of the Bronx for criminal possession of a forged instrument and petty larceny on August 17th. Perez is accused of using a fake $100 bill at Schneider’s Bakery on Main Street in Cooperstown & faces court action at a later date.

Governor Kathy Hochul announced that nearly 12,000 more deaths from COVID-19 than had been publicized announced by the Cuomo administration. New York now reports 55,395 people have died of COVID-19 in New York based on death certificate data submitted to the CDC, up from the roughly 43,400 that the Cuomo administration reported, based only on COVID 19 deaths only in Hospitals & nursing homes.

Governor Andrew Cuomo issued a last-minute commutation to David Gilbert, who was convicted of 3 murders in the 1981 killings of Nyack Police Sergeant Edward O’Grady, Police Officer Waverly Brown and Brink’s Guard Peter Paige. Law Enforcement officials around the state are calling the Gilbert commutation reprehensible, including Delaware County Sheriff Craig DuMond:

Former Governor Cuomo’s actions will allow David Gilbert to have his case heard by a Parole Board after spending 40 years in Jail, Sheriff DuMond said that the same Parole Board has released 15 cop killers from prison since 2017.

Former New York Governor Andrew Cuomo has had his Emmy award rescinded, as the International Academy of Television Arts & Sciences announced that in light of the Attorney General’s Letitia James’s report, and Cuomo’s resignation as Governor, His name and any reference to his receiving the award will be eliminated from International Academy materials going forward. Cuomo was awarded an Emmy last year for his daily COVID 19 briefings which were watched by millions around the world as New York State was an early Hot Spot for the virus.

Chenango County Public Health reported another death associated with COVID 19 today, bringing the County’s death toll from the pandemic to 81. Chenango County reports 82 cases, they are up to 200 Quarantined, 7 Hospitalized & a total of just under 3800 cases since the start of the pandemic.

State Department of Labor today released Local unemployment rates for July. The State’s unemployment rate decreased from 7.7% in June to 7.6% in July, locally, Chenango County had 4.9% Unemployment in July, Delaware County had 5.6% & Otsego County 5.3%.

State Police are looking for the public’s help in finding a man who stole vehicle parts recently. Police stated that on June 27th and July 19th, a man operating a white Chevrolet Silverado stole scrap brake rotors from Sidney Tire, also on June 27th, he was observed at Certified Auto in Oneonta, taking truck tires and 5 rims into the same white Chevrolet Silverado. The man is described as a white male with short darker hair, between 30 -40 years old, wearing a dark t-shirt, dark pants, dark shoes with white soles. State Police are investigating a fatal 1-vehicle crash on I-81 in the town of Triangle Tuesday Night at about 6:15 PM. Troopers were dispatched to a report of a vehicle on its side and on fire with a fatality. Troopers are looking for any witnesses that may have seen the black Kia Sedona with Missouri license plates, the deceased has been identified as a 64 year old man from Missouri, the name will be released after family notification. The Binghamton Police Department recovered multiple “ghost guns” from a residence on Pine Street Monday. Officers were dispatched to 61 Pine Street around 11 p.m. for a report of one gunshot fired from inside an apartment with no injuries. Police said 18-year-old Mecca Rose of Binghamton for criminal possession of a weapon, reckless endangerment and 3 counts of unlawful possession of ammunition feeding devices; Rose was arraigned & was remanded to the Broome County Jail. Police executed a search warrant and recovered several “ghost guns,” which are described as privately made firearms that are unserialized and untraceable, assembled from parts or kits, which can be purchased online without the required federal background checks. Monday’s full approval of the Pfizer COVID vaccine, led to a mandate for students within the SUNY system to get vaccinated. The mandate includes a 35-day period for students to compete their vaccine series, if students fail to complete the series, they will be de-registered from their courses. SUNY Officials are also urging all staff to get vaccinated as soon as possible.

State Police announced the line of duty death of Trooper James Monda. On Sunday, Trooper Monda was working a marine detail on the Great Sacandaga Lake, he went into the water and did not resurface, and he was located & was transported to an area Hospital where he later died. Trooper Monda entered the State Police in September 2002 and served for 18 years & is survived by his fiancée, mother and father.

The Otsego County Department of Health reported that 1 person died from COVID 19 on Saturday, they reported 83 active cases with 14 hospitalizations and 14 new cases as of yesterday. The Otsego County Department of Health encourages those who have not yet been vaccinated to get vaccinated as it is able to prevent hospitalization and death.

Delaware County Sheriff’s Office announced that a Latham woman was arrested after striking and injuring Walton Police Officer Morgan Seamons while he was engaged in directing traffic on Friday night. Delaware County Sheriff Craig DuMond explains:

Deputies charged 54 year-old Gwyn Trask of Latham with DWI, Driving a vehicle with a BAC of .08% or higher, Failure to comply with a Police Officer & operating a vehicle with an open container, Officer Seamons was transported to Wilson Hospital in Johnson City with non-life-threatening injuries. Sheriff Dumond added that, due to the Bail Reform laws, deputies had to release Trask:

The Binghamton Rumble Ponies announced the inductees for the Binghamton Baseball Shrine Induction Ceremony that will take place the evening of Saturday, September 4th at Mirabito Stadium ahead of the Rumble Ponies game against Richmond.
