The New York State Department of State and the Division of Consumer Protection today alerted consumers about real estate and rental scams, in which scammers work to steal prospective tenants’ money when they are looking to rent a home or an apartment. New Yorkers claimed losses of over $1.7 million during the last 3 years from scammers, if a consumer has fallen victim to a rental scam, they are encouraged to file a complaint with the Division of Consumer Protection. Governor Kathy Hochul announced 25 new #VaxtoSchool pop-up vaccination sites to increase vaccination rates among school-aged New Yorkers. In the Southern Tier, 2 sites will be opening Friday, at the Chenango Valley High School from 2:40 pm to 5:00 pm & at the Broome-Tioga BOCES Main Campus in Binghamton from 10:00 am to 12:00 Noon. State Police issued 17,797 tickets and arrested 207 people for impaired driving during the special traffic enforcement detail over Columbus Day weekend. The initiative began on Thursday, October 7th and continued through Tuesday, October 12th. Statewide, law enforcement issued a total of 38,255 tickets, including 828 for impaired driving and 10,593 for speeding.

Norwich City Police Arrested 49 year old Gary Hackett of Norwich Monday for Criminal Sale of a A controlled substance. Hackett is accused of selling Methamphetamines in Norwich, he was arraigned in Norwich City Court and remanded to the Chenango County Correctional Facility without bail, pending court action on Thursday in Norwich City Court.

This Saturday, the Sidney Police Department will be participating in the National Drug Take Back Day. Governor Kathy Hochul today signed 2 pieces of legislation boosting transparency in state and local government. The first piece of legislation requires documents that are going to be discussed at open meetings to be made available on request or posted on the government’s website at least 24 hours prior to the meeting. The second piece of legislation requires the MTA to publish its data in formats that are easily accessible and can be easily downloaded and used by the public.

Delaware County Public Health reported 33 new COVID cases Saturday through Monday, with a 9% positivity rate for those tested, they report 133 active cases, 11 hospitalized and 280 quarantined, they had had 60 COVID deaths. 51.6% of the County residents are fully vaccinated.

Governor Kathy Hochul today announced the award of $20.7 million for strategic infrastructure enhancements at 24 public-use airports across New York. In the Southern Tier; $1.5 million toward installation of energy efficient lighting and replacement of the revenue control system at the Greater Binghamton Airport in Broome County. $200,000 will go for energy efficiency Jet Hangar improvements, including high-efficiency heating and LED lighting and general hangar rehabilitation activities at the Lt. Warren E. Eaton Airport in Chenango County.

The Village of Sidney is beginning to gather the community’s ideas for reusing publicly owned land near the Susquehanna River. Sidney is 1 of 2 communities Statewide to receive support from The Nature Conservancy, Sidney Grants Manager Clarissa Walrath said that the village received a $60,000 grant to deal with flood mitigation issues:

Nasir Azmat of Franklin accepted a plea deal Friday in the Town of Sidney court, he pleaded guilty to overdriving, torturing, and injuring animals. Azmat was sentenced to 60 days in jail followed by 3 years of probation; he cannot own, possess or register animals during the 3 year probation. Azmat will also be placed on the Delaware County Animal Abuse Registry. Azmat was charged in February 2020 after Delaware County Sheriff’s Office found 20 dogs in deplorable conditions on Azmat’s property, the dog were allegedly used for dog-fighting.

Delaware County Public Health reported 1 more COVID death, 39 new positive cases, 11 hospitalized & 311 Quarantined, for Thursday & Friday of last week. The County positivity rate remains at 8.46%. Delaware County has had 60 deaths since the start of the pandemic. The county has had 51% of residents fully vaccinated.

The State Health Department tested over 208,000 Saturday for COVID 19, with over 4200 testing positive, which was just about 2% of all tested. Patient Hospitalizations are down to 2,086, Patients in an ICU bed was down to 450, & the number on Ventilators was down to 247, new deaths was 36 on Saturday.

Governor Kathy Hochul today announced the availability of $5 million in additional funding to provide Substance Use Disorder services to incarcerated individuals as part of a new bill mandating County Jails to drug treatment. The new legislation mandates the establishment of programs to provide medication assisted treatment for incarcerated individuals to provide them with the opportunity to treat their addiction & lessen the likelihood that they may suffer a drug-related overdose upon their reentry into society.

The Trial of Donald Reese ended in Chenango County Court, with the jury deciding that Reese was NOT guilty of 1st & 3rd degree rape. Reese was a former Chenango County Sheriff’s Department Corrections Officer who was accused of committing rape on September 11, 2019, or a woman he had been dating at the time. Otsego County Court Judge John Lambert presided over the case with Otsego County District Attorney John Muehl prosecuting. Reese resigned from his position after his arrest by Norwich City Police.

State Police & Broome County Sheriff’s Deputies responded to the report of a tractor trailer with scrap metal crashing & landing on its side Thursday afternoon. The crash occurred at about 1:00 PM, on I-88 near and Interstate 81 in the town of Chenango. Some of the scrap metal wound up on an embankment near the Comfort Inn Hotel the unidentified driver was treated for back pain, no tickets have been issued.

Broome County Executive Jason Garnar announced today an uptick in COVID 19 cases in the County over the last week. The Broome County Health Department had 105 new cases in Thursday, the total number of active cases is up to 780, up by 140 in the last week, the 7 day rolling average positivity rate was back up to 6%, and hospitalizations doubled in the last week back up to 92, the percentage of Broome county residents fully vaccinated was 59%.

Governor Kathy Hochul announced that the State Environmental Facilities Corporation has approved more than $44 million for drinking water and wastewater projects, with grants, interest-free and low-cost financing. Drinking Water Projects will include the Village of Walton; Clean Water Projects will go to the City of Binghamton and Village of Johnson City.

With the opening of its new Main Entrance, UHS Chenango Memorial Hospital will implement a new visitor management system starting Monday; all visitors will be required to show a driver’s license or other government-issued identification upon entering the facility. U.S. Senator Kirsten Gillibrand released her original report on the shortcomings of the Public Service Loan Forgiveness program and how it has failed to bring relief to New York borrowers pursuing public service careers. Senator Gillibrand said today that the program was created to alleviate student loan debt for individuals committed to public service careers for at least 10 years, but in recent years a small percentage actually received the delivered promise:

Senator Gillibrand is pushing for passage of the What You Can Do for Your Country Act, which would expand PSLF eligibility so that every type of federal loan and repayment plan is included in the program and would provide a partial forgiveness benefit after five years. Gillibrand said that 1 out of every 14 participants denied loan forgiveness lives in New York, only 1.2% of New York participants have had their loans forgiven.

State Police arrested Chenango County Sheriff Candidate Debra Cubbedge of Norwich on Tuesday, along with 21 year old Kymani Frazer of Yonkers, they were both arrested for 2nd degree criminal trespass, after Troopers were dispatched to a dispute at a residence on County Road 44 in the town of Plymouth. State Police said that Frazer and Cubbedge entered the residence without permission and remained inside unlawfully; they left prior to the trooper’s arrival and were located in the City of Norwich. Cubbedge & Frazer were released, and will return to Plymouth Town Court on October 27.

Governor Kathy Hochul says New York will appeal Judge David Hurd’s decision to continue to allow religious exemptions to the state’s vaccine mandate for health care workers. Judge Hurd blocked the state from enforcing the mandate, Governor Hochul said Wednesday she is working with the state attorney general’s office to appeal the decision in the second circuit Court of Appeals.

State Police arrested 20 year old Brandon Carlson of Endwell for Criminal Possession of Stolen Property, Criminal Mischief, Reckless Endangerment & 2nd degree Assault Monday.  Shortly before 3:00 p.m., a trooper spotted Carlson in a truck that had been involved in a hit and run in the village of Endicott.   The trooper attempted to stop the vehicle, but Carlson failed to comply.  A short distance later, Carlson crashed into another vehicle on Country Club Road in Endwell, he fled on foot and was ultimately taken into custody.  Carlson was transported to Wilson Hospital and was treated and released.  Carlson was processed then transported to Broome County Central Arraignment and Processing. The driver of the vehicle that was struck by Carlson on Country Club Road is identified as 90 year old Eileen Patch of Endwell, She was transported to Wilson Hospital and is being treated for injuries sustained in the crash.  The investigation is on-going by state Police & Endicott Police.

A new Marist Poll shows that Governor Kathy Hochul enjoys a 55% favorable response from those who responded to a poll conducted October 4th through the 7th.   56% say she is a “good leader” for the state. When Democrats were polled about the potential primary field in 2022 for the race for Governor, Hochul tops other possible candidates like Attorney General Letitia James, Public Advocate Jumaane Williams, and former Governor Andrew Cuomo by double-digit margins.

Otsego County Sheriff’s Office arrested 43 year old Dennis Kropp of Oneonta on outstanding warrants after a traffic stop in the Town of Hartwick Tuesday.  Kropp was charged with Speeding, operating an Uninspected Motor Vehicle & other charges, Kropp was taken into custody for the warrants out of the Oneonta City Court, he was turned over to Oneonta Police Department to await arraignment, Kropp was order to appear in Town of Hartwick Court at a later for the traffic violations.

Governor Kathy Hochul today announced $7.4 million in federal funding is available to county emergency management agencies in New York State to support planning and operational readiness for any type of disaster. Through the annual federal Emergency Management Performance Grant, awardees can access funding to support a wide range of efforts ranging from the development and implementation of training and exercises to acquiring emergency response resources. Locally, Chenango County gets $23,428, Delaware County gets $22,516 & Otsego County gets $27,729.

The State Department of Health reported 95,146 laboratory-confirmed breakthrough cases of COVID-19 among fully-vaccinated people in New York State, which corresponds to 0.8% of the population of fully-vaccinated people 12-years or older. State Police responded the report of 2 adults and 2 children being thrown from an Amish buggy after being hit by a car in Madison County on Friday. State Police stated that 19-year-old Madison Mae Davis of South Otselic was driving on Lebanon Road around 6:00 PM when she hit a horse-drawn buggy traveling in the same direction. A 22-year-old man, a 27-year-old woman and two kids, ages 1 and 2, were ejected from the buggy upon impact. All four were taken to Upstate University Hospital to be evaluated. Davis was taken to Community Memorial Hospital and was later released, Davis received a ticket for failure to use due care for an animal.

State Police arrested 36 year old Amber Suprunchik of Dolgeville for Tampering with Physical Evidence, Leaving the Scene of a Fatal Accident and Aggravated Unlicensed Operation of a motor vehicle. Back on June 15th, troopers were dispatched to a hit and run accident on State Route 26 in Cincinnatus, 4 people on bicycles were on State Route 26 when a vehicle struck 2 of them, and did not stop. 67 year old Kitt Warren of DeRuyter was killed and 67 year old John Rutan of McGraw suffered non-life-threatening injuries. The vehicle was ultimately located that night by a Cortland County Sheriff’s Deputy. The investigation has revealed that Suprunchik was operating the vehicle and was not impaired at the time of the accident, she is accused of tampering with the vehicle after the collision, she was processed Friday & was sent to Cortland County Central Arraignment and Processing.

Delaware County Public Health reported 36 new COVID cases on Thursday & Friday, bringing their number of active cases to 170, hospitalized cases up to 7 & 290 quarantined. 51% of the total Delaware County population are vaccinated, 65% of the positive cases are unvaccinated, and 16% of the positive cases are Pre-K-12th students or school district employees.

Otsego County reported a new death caused by the coronavirus on Friday, their total deaths from the virus in Otsego County to 70, including 51 in 2021. Today, they report 98 active cases, with 21 new cases, 7 are hospitalized & their 7 day rolling average for positive COVID tests is 3.5%, slightly above the state average.

State Senator Peter Oberacker and Assemblyman John Salka criticized Governor Kathy Hochul’s veto of legislation to assist the Oneonta City School District and local taxpayers. State Senate Bill 396 would correct a clerical error and assist the Oneonta City School District by preserving $400,000 in state transportation aid due to the school district, correcting an oversight in the application process for the district’s transportation aid for the 2019-2020 school year, when the district did not file its application for transportation aid to the state education department in a timely fashion. Senator Oberacker talked to WCDO News about the situation:

Chenango County Sheriff’s Office and the City of Norwich Police Department executed a search warrant at 11 Pleasant Street in Norwich Friday, following an investigation into the sale of Heroin and Methamphetamine in Chenango County. 35 year old Jennifer Shoales was charged with Criminal Sale of a Controlled Substance, Criminally Using Drug Paraphernalia and Criminal Nuisance, Shoales was released on an appearance ticket to appear on a later date in the City of Norwich Court.

The State Health Department conducted over 108,000 COVID tests Saturday, with just under 2800 positive tests, for a positivity rate of 2.58%. Hospitalizations were down to 2045, patients in an ICU bed went down to 456, & the number on a ventilator declined to 243, there were 34 more COVID deaths Saturday.

State Police & local law enforcement are continuing their Columbus Day weekend crack down on speeding and impaired motorists. The Columbus Day campaign will run through tomorrow, last year’s enforcement period, State Police and local law enforcement issued 44,016 total tickets, including 11,618 for speeding and 941 for impaired driving.
