Otsego County Department of Health reported 21 new COVID 19 cases Wednesday, the county remains at a High level of community transmission. The CDC & Otsego County Department of Health recommend everyone, even those who are fully vaccinated, to continue to wear a mask indoors in public if you are in an area of substantial or high transmission, to maximize protection from the Delta variant and prevent possibly spreading it to others. Otsego County reports a Vaccination Rate of 56.1% of total population fully vaccinated.

Beginning today and extending well into December, the Susquehanna Society for the Prevention of Cruelty to Animals is hosting a pop-up thrift shop in the Southside Mall. For a split of the proceeds, the Delaware Valley Humane Society, Heart of the Catskills Humane Society, and Super Heroes in Ripped Jeans will assist the SQSPCA in recruiting volunteers to cash out customers and mind the store. The State Police, the State DOT and the Thruway Authority announced that State Police and local law enforcement agencies issued a record number of tickets during 2021’s Operation Hardhat, which is a joint initiative to crack down on work zone violations and highlight the importance of safe driving when encountering construction, maintenance and emergency operations along state highways. A total of 2,336 tickets were issued during Operation Hardhat details this year, breaking the previous record of 2,018 tickets set during 2020. The region with the highest number of Tickets was the Southern Tier, with 490.

State Senator Peter Oberacker announced that Construction Mechanic First Class Richard Scheiner or Worcester is the first veteran from his district to be inducted into the State Senate Veterans’ Hall of Fame. Scheiner served as a member of the Naval Seabees from 1979 to 1994, receiving numerous awards during his service time. The induction ceremony was held virtually earlier today.

Delaware County Public Health reported 2 more COVID deaths for the period of Tuesday & Wednesday, with 60 new positive cases and a positivity rate up to 8.5%. Delaware County reports 212 active cases, 11 are hospitalized and 298 are quarantined, the total number of deaths is now 67. 52.7% of County residents are fully vaccinated.

The Bainbridge American Legion Post 806 donated and recently installed the new lighting in the park and will present the “First Lighting” during this Veterans Day ceremony. Governor Kathy Hochul announced the “Bring Back Tourism, Bring Back Jobs” initiative, to revitalize the industry that was severely curtailed because of the pandemic. $100 million will be used for a worker recovery fund, which will pay up to 36,000 workers $2,700 if they qualify, another $100 million will go toward the tourism return-to-work grant program, which will pay businesses for employee retention. Companies can get up to $5,000 for each new full-time employee and $2,500 for part-time workers, as long as they stay for more than 6 months.

The State Health Department reported that 75% of all New Yorkers have received at least 1 COVID 19 vaccine dose, the numbers are expected to go up quickly as children ages 5 to 11 are now eligible for a children’s dose of the vaccine. On Monday, there were 1,878 New Yorkers hospitalized with COVID-19, the 7-day rolling positivity average was 2.65%, which is up from 2.24% in the previous week, local County Health Departments have reported lower vaccine rates & higher positivity rates in their COVID testing.

Following Monday’s announcement of the closing on the merger of the Price Chopper/ Market 32 & Tops Supermarkets, 12 of the stores that were divested out of the merger were sold to C&S Wholesale Grocers. Today, C&S announced that their stores will bring back the name “Grand Union”, the current Tops Supermarkets locally in Cooperstown & Norwich will be Grand Union Supermarkets, the changeover is expected to be complete in February.

New York Attorney General Letitia James announced an agreement had been reached with Ticket Fulfillment Services and 5 ticket resale websites to give money back to people who had tickets to an event that was canceled because of COVID-19 pandemic. The $4.4 million settlement means that thousands of New Yorkers who were denied refunds for events, will be refunded. New Yorkers who purchased tickets to an event through TFS or its affiliates go to customer support on the website where the tickets were purchased initially, for a full refund.

The New York State Office of Cannabis Management announced the availability of a web-based portal at cannabis.ny.gov/local-government, through which localities seeking to opt-out of hosting cannabis retail dispensary and/or on-site cannabis consumption licensees within their jurisdictions, can easily send their requests to the state Cannabis Control Board. The new state Marijuana Regulation & Taxation Act gives cities, towns, and villages until December 31, 2021 to pass a local law that makes a request to the state Cannabis Control Board to opt their jurisdiction out of hosting retail and/or on-site cannabis consumption licensees. Localities that opt-out by December 31, 2021, can always opt back in. After the December 31 deadline has passed, the Office of Cannabis Management will compile the information provided by localities and make it public so that those seeking a license will have the information they need to find jurisdictions in which they can operate.

State Police responded to a fatal accident Saturday involving a pedestrian. The incident occurred on State Highway 17C near exit 69 in the town of Union, where 38 year old Wesley Conklin entered the roadway and was stuck by 2 vehicles. Conklin was pronounced deceased at the scene, no criminal charges will be filed. State Police Bureau of Criminal Investigation, Collision Reconstruction Unit, Johnson City Fire and the Broome County Sheriff’s Department assisted at the scene.

State Police at Endwell arrested 32 year old James Kvassay of the town of Union on Sunday, for the felony 3rd degree Arson. Troopers were dispatched to assist with a house fire on Foster Street in the town of Union, their investigation revealed that Kvassay allegedly intentionally set the residence on fire, he was arrested & was transported to Broome County Central Arraignment and Processing.

New York Attorney General Letitia James today announced an agreement with the Price Chopper & Tops Friendly Market supermarket chains, where they will divest themselves of 12 stores located around the state, in connection with the companies’ proposed merger, in order to promote competition & keep groceries prices from going up even more than they have been. The agreement resolves an 8-month investigation that the Office of the Attorney General conducted with the Federal Trade Commission, it will continue to keep union jobs in the stores. Price Chopper and Tops have closed on the merger the 2 companies today, The stores will keep their names and management but will be owned by a new parent company called Northeast Grocery. C&S Wholesale Grocers agreed to purchase the divested stores, including the Tops location in Cooperstown.

The Delaware County Chamber of Commerce announced the launch of the Great Western Catskills Film Commission. The commission will use of occupancy tax revenue, The Commission was created to develop the motion picture, television, advertising, and entertainment media industry in Delaware County. The primary focus of the commission is to increase local employment opportunities and increase revenue for Delaware County businesses. Assemblyman Joseph Angelino, former Assemblyman Cliff Crouch, and others will be unveiling the newly-named “Colchester Veterans Memorial Bridge” today at 1:00 PM. The ceremony will be held at the James S. Moore Post 167, 4466 River Road in Downsville in the parking lot. Legislation was passed last year by Crouch in honor of the fallen veterans who sacrificed their lives in the line of duty.

Delaware County Public Health reported another death from COVID 19 in their latest report, covering Saturday through Monday, they have had 65 deaths since the start of the pandemic. Delaware County had 76 new cases, for a positivity rate of 6.8.%, they increased to 196 active cases, 12 hospitalized and 220 quarantined.

The application period for the Assistance to Firefighters Grant Program is open until December 17th, they provide local fire departments with funding to purchase protective gear, vehicles, and other equipment and to conduct training for emergency personnel. Delaware County Public Health reported 39 new COVID cases on Thursday & Friday, with a positivity rate at 5.38%, about twice the state average. Delaware County has 152 active cases, 10 are hospitalized and 202 are quarantined, only 52.4% of Delaware County Residents are fully vaccinated, 15% of the cases are among students & school district staff.

Delaware County Sheriff’s Office Deputies and Investigators arrested 58-year-old Raymond Albertina of Walton, on 1 count each of 2nd & 3rd degree Grand Larceny. Albertina was accused of stealing property from business associates, on two separate occasions, in the Town of Walton and the Town of Franklin respectively. The total value of the stolen property was determined to be over $53,000.00. Albertina was arraigned in the Town of Walton Court on both charges and released to reappear at a later date.

Governor Hochul signed legislation that prohibits used car dealers from selling vehicles at retail without a functioning airbag. This bill is entitled “Anthony Amoros’ Law” after a young man from Rockland who died in a car crash in a car that was sold to him without airbags. Previously, there was no requirement that a used vehicle sold by a dealer would need to have a working airbag.

The State Department of Health issued guidance today for vaccinating children ages 5 to 11 against COVID 19. The FDA and CDC have approved Pfizer’s child-sized doses of the vaccine, which were found to be 90.7% effective against virus, There is a consent form that parents must fill out before their children can get vaccinated, at coronavirus.health.ny.gov. Sidney Police responded Sunday to a report of a physical altercation involving a weapon in the Fox Street & Circle Drive. Police arrested 35 year old Anthony Albro of Sidney for Menacing & Harrassment, he was arraigned in Village of Sidney Court where & was released to appear in court at a later date.

Delhi Fire was toned for a fire alarm activation in Russel Hall on SUNY Delhi Campus Thursday Morning, Delhi Fire received assistance from Walton, Oneonta, Bovina, Franklin FAST team, the cause if the fire is still under investigation, no injuries were reported.

State Police are investigating a shooting in the town of Conklin, Early Thursday morning. Police responded following the report of a person or persons firing several shots from a dark colored sedan on Barbara Avenue, the shots struck a vehicle and residence, there were no injuries reported. State Police were dispatched to I-81 north near exit 2 Wednesday morning at about 10:00 AM for a reported 1-vehicle crash. An investigation at the scene revealed that the operator was traveling north when for an unknown reason, she went off the shoulder of the roadway and struck a tree, and was pronounced deceased on scene. State Police have identified the deceased as 33 year old Jocelyn Kendall of Binghamton, the investigation continues.

The State DEC announced that regular firearms season for deer and bear in the Southern Zone begins on Saturday, November 20th, through December 12th. DEC officials said that approximately 85% of New York’s 550,000 licensed hunters participate, with the Harvest during that period accounts for nearly 60% of the total statewide deer harvest and 30-60% of the statewide bear harvest. Delaware County Sheriff’s Deputies responded to the report of a Domestic Dispute, they observed 62-year old Timothy Lynch of Treadwell, leaving the scene of the incident in a motor vehicle. Deputies stopped the vehicle and they determined that Lynch’s license was revoked due to numerous prior convictions for driving under the influence of alcohol and drugs. Lynch was charged with Aggravated Unlicensed Operator of a Motor Vehicle, he was later released on traffic tickets and directed to appear at the Hamden Town Court at a later date to answer the charge.

Yesterday was Election Day, The Delaware County Board of Elections did not announce a winner for the Sidney Town Supervisor’s race, between write-in candidates Eric Wilson & Kevin Greene, Officials told WCDO News it will take days or maybe even weeks to count & certify all of the write in votes across all 19 towns from this year’s elections, there were 552 write in Votes Tuesday in Sidney Town Supervisors race. In Chenango County, Sheriff Ernest Cutting was re-elected, The County Clerk winner is Brian Wessels, & the winners for the Norwich City Council are Fred Gee, William Loomis, Tom Revoir & Barry Christopherson. The winners for the Guilford Town Board were Thomas Ives & Matthew Retz, in Otsego County, the Board of Representatives winners were Ed Frazier, Jerry Madsen, Rick Brockway, Margaret Kennedy, Jennifer Mickle, Charles Varney, Keith McCarty, Clark Oliver & Donald Scanlon & the Town of Oneonta Supervisor will be Randall Mowers, while Karen Liddle & Sean Farrell Won the 2 Town of Oneonta Justice seats & Kimberly Fierke & Skylar Thompson Win the 2 Seats on the Oneonta Town Board. The town of Hartwick Supervisor will be Robert O’Brien while Christopher Briggs & Bruce Markussen win the seats on the Town Board. In the Town of Unadilla, the Town Justice winner is Joshua Palmer The Unadilla Town Clerk will be Terry Yoder & the Town Council winners were Ron Reed & Jessica Grow, in the town of Laurens, George Decker, Edwin Winslow were the winners of Town Board Seats. Across New York State, voters rejected the propositions, amending the apportionment and redistricting process, eliminating the 10 day advance voter registration requirement, & authorizing the no excuse absentee balloting. Voters approved the proposition to the Right to clean air, clean water and a healthy environment.

On October 21st, Delaware County Sheriff’s Deputies observed a vehicle traveling at 68 miles per hour in a 55 mile per hour zone on State Highway 8 in Masonville. 52-year-old Jack Mason of Whitney Point, was stopped, his license was revoked due to failure to answer a prior summons from the Sidney Town Court. Mason was charged with Aggravated Unlicensed Operator of a Motor Vehicle, Speeding, Failure to Use a Turn Signal, and Operating a Motor Vehicle Without Stop Lamps. Mason was later released on traffic tickets to Masonville Town Court at a later date.

Former Assembly Republican Minority Leader Brian Kolb pleaded guilty Monday to driving while ability impaired, relating to an incident on New Year’s Eve 2019 in Ontario County. Police reported that Kolb was behind the wheel when he crashed his state-issued vehicle went into a ditch, he blamed the crash on his wife. Kolb stepped down from the position of Assembly Minority Leader days later, he did not seek re-election to the Assembly in November 2020.

On Wednesday, October 27th, Delaware County Sheriff’s Deputies responded to a report of a male subject acting irrational and driving at an extremely high rate of speed on State Highway 30 in the Middletown/Andes area. Responding Deputies located 29-year old James Lor of Margaretville, who is accused of operating the vehicle while in an intoxicated condition. Lor’s Driver’s license was revoked due to numerous previous DWI related suspensions. Lor was also found to be in possession of a small quantity of Cocaine. Lor was charged with Felony DWI, Aggravated Unlicensed Operation of a Motor Vehicle, Criminal Possession of a Controlled Substance, along with several other charges, Lor was arraigned in the Town of Delhi Court and was released on his own recognizance, pending court action at the Town of Middletown Court at a later date.

State Police, the Delhi Police Department, and the State University Police at Delhi responded to a fight Sunday at a large college party off campus on Scotch Mountain Road in Delhi. One person sustained stab wounds and was ultimately transported to Albany Medical Center for treatment. 3 others were treated at a local hospital for non-life-threatening injuries. The incident is still under investigation but appears to be an isolated incident. Anyone who may have witnessed the altercation is asked to call New York State Police at (607)432-3934.

Delaware County Public Health reported 1 more COVID 19 death in their report covering last Thursday & Friday, bringing their total to 64. The County had a positivity rate of 4.86%, more than twice the state average, they had 39 new cases, 108 active cases & 6 hospitalized and 125 quarantined. 52.1% of eligible Delaware County Residents were vaccinated against COVID 19.

16 citations were issued during an “Operation Hard Hat” detail in Broome County. On October 28, 2021, Troopers monitored traffic in the active work zone on State Route 17 east to Interstate 81 north in the city of Binghamton. Road crews were replacing concrete pavement. During the detail, a trooper blends in with the workers and watches for risky and unsafe behavior. 5 Tickets were issued for speeding, 4 for cellphone use while driving, 2 for violating seat belt laws & 5 for other assorted violations.

Local sales tax collections totaled $5.2 billion in the third quarter (July-September of 2021), up $861 million (20%) from the same period last year and continuing the trend of exceeding pre-pandemic levels, according to a report released today from State Comptroller Thomas P. DiNapoli. Statewide, every region saw solid growth in sales tax collections during the third quarter compared to the same period last year. Outside of New York City, the July-September period marked the fifth consecutive quarter that county and city sales tax receipts met or exceeded pre-pandemic levels. Statewide local sales tax collections in the third quarter of 2021 grew 8.6% ($409 million) over the pre-pandemic third quarter of 2019.
