The State Budget plan will not be ready by the midnight deadline tonight. Governor Kathy Hochul announced this afternoon that she will submit a 1 week budget extender and will work with legislative leaders to get a final budget plan in place by April 10th.

Governor Kathy Hochul announced the availability of $2.2 million through the state’s Opioid Settlement Fund to help connect New Yorkers to addiction services. The “Connections to Care” initiative will provide up to 11 grants for eligible providers to connect individuals in high-need and under served populations to long-term recovery. New Yorkers struggling with an addiction, or whose loved ones are struggling, can call 1-877-8-HOPENY (1-877-846-7369) or by texting HOPENY.

State Comptroller Tom DiNapoli issued a statement today regarding the state budget negotiations on the budget plan that is due with the next few days. DiNapoli said the the Governor and Legislature are discussing many issues as they work to finalize the state budget, which needs to be passed at the end of business on Monday, April 3, in order to meet payroll requirements, if a final agreement is not reached, lawmakers can pass a budget extender, which is a temporary solution to ensure that state workers get paid on April 6. DiNapoli said that State law also requires his office to withhold salary payments to legislators after March 31 if a budget is not in place.

Delaware County Public Health announced that a raccoon tested positive for rabies in the town of Delhi. This is the first animal in Delaware County to test positive for rabies in 2023, 1 dog was bitten by a the rabid raccoon, there were no human exposures. According to the owner of the exposed dog, the raccoon was not acting sick or appeared to be rabid. Vaccination records of the dog indicated the animal was not up to date on its rabies vaccinations & will have a 6-month quarantine following State Department of Health guidelines. Public Health recommends that pet owners take advantage of any of the free remaining rabies clinics in Delaware County, in Sidney on May 8th from 5:30PM to 7:30PM at the Sidney Fire Hall: 74 River Street, or in Hancock on May 22nd from 5:30 to 7:30PM at the Hancock Town Hall, at 661 West Main Street.

The State Police announced that they are aware of swatting incidents that have occurred across the state. “Swatting is when a caller states that there is an active shooter in a school, so far all of the reports were unfounded. Local law enforcement agencies are working with State Police and Federal officials to investigate the threats.

The United States Attorney’s Office announced that Adam Baldwin of Binghamton was sentenced to 30 months in jail for receiving shipments of methamphetamine, which he provided to a 3rd party in exchange for payment. The drugs were sent to an Alexandria Bay UPS store. Law enforcement intercepted 2 of the packages in October 2021, they contained 1,070 grams of pure methamphetamine. Baldwin was also sentenced to a 3 year term of post-release supervision.

37 year old Ronald Bodden of Binghamton was sentenced to 2 to 4 years in State prison for smuggling methamphetamines into the Broome County Jail. Bodden possessed a quantity of methamphetamine while being booked into the jail on an unrelated charge, he pleaded guilty to Promoting Prison Contraband according to Broome County District Attorney Mike Korchak.

Delaware County Sheriff’s office arrested 29 year old Cassidy Uzenski of Franklin after an investigation of a motor vehicle accident January 14th. Deputies responded to a roll over motor vehicle accident on State Highway 28 in the Town of Franklin, Uzenski was transported to a hospital due to injuries received from the accident. Deputies obtain a blood sample, it was discovered that Uzenski had been operating a motor vehicle while intoxicated, she was charged with operating a motor vehicle while intoxicated, operating a motor vehicle with a bac of .08 or more, moving from lane unsafely, fail to keep right and failure to obey a traffic control device. Uzenski will appear in the Town of Franklin Town Court at a later date.

A Florida man has been sentenced to prison in a gas station skimming scheme in upstate locations. 34-year-old Yuny Hurtado Rodriguez is accused of working with others between April 2016 and July 2019, to build skimming devices inside gas pumps in Albany, Broome, and Montgomery counties, in order to use the stolen information to create fraudulent debit and credit cards that were used to obtain money orders, gift cards and cash. Hurtado-Rodriguez received 57 months in prison and will have to forfeit $606,000.

The Pennsylvania State Police announced that Nikolas Petrich was taken into custody in Long Eddy, today by New York State Police. Petrich is 1 of 6 people accused in the September 2022 murder of Tyler Barber in Great Bend, Pennsylvania, 5 other suspects were arrested in Towanda, Pennsylvania last week. State police say Barber was tied to a tree & beaten by the 6 suspects, Petrich & one other are accused of beating Barber with a baseball bat. All 6 were charged with homicide, kidnapping, and various other charges. Petrich is in a New York jail awaiting extradition to Pennsylvania to be arraigned on the charges.

Delaware County Sheriff’s Deputies responded March 18th to a 2 car accident with injuries on County Highway 26, in the Town of Colchester. 1 vehicle had left the lane of travel, crossed over the double yellow line, and struck an oncoming vehicle head on. 49-year-old Andras Kasuba of Brooklyn was charged with DWI, driving with a BAC greater than 0.08%, aggravated DWI, plus 3 counts of Assault & several other charges. The driver of the other vehicle and 1 passenger were transported by Lifenet to Albany Medical Center and a 3rd passenger was taken to Delaware Valley Hospital, Kasuba was released on tickets returnable to the Town of Colchester Court at a later date.

Governor Hochul & U.S. Senators Schumer & Gillibrand announced that New York State will receive $100 million in federal funding from the U.S. Department of Treasury through the American Rescue Plan to expand high-speed internet. The funding will allow them to connect about 100,000 homes and families to affordable, high-speed internet across the state, more information is available at fcc.gov/acp.

The Broome County District Attorney’s Office announced that Taykwann Browne of Brooklyn pleaded guilty to Criminal Possession of a Weapon, for illegally possessing a gun in Binghamton in January. The Broome County Special Investigations Unit Task Force assisting New York State parole, located Browne who had absconded from parole supervision and had an active homicide warrant in New York City, Browne drove off, leading police on a chase through the City of Binghamton, he crashed the car and fled on foot but was apprehended a short time later by police. Browne will be sentenced to 7 years in State prison followed by 5 years post release supervision on June 30th, he still faces action in New York City.

Students in the Hancock School District were dismissed early after being under a lockout for part of the morning on Tuesday. The issue began following a report of an investigation of a parent or guardian of a Hancock Student. State Police & Hancock Police reported that there was no threat to any students or staff at about 12:15 PM, but students were sent home & after school activities were canceled. The District announced that more updates would be forthcoming.

The New York State Department of Labor today released preliminary local area unemployment rates for February 2023. Rates are calculated using methods prescribed by the U.S. Bureau of Labor Statistics. New York State’s seasonally adjusted unemployment held constant at 4.2% in February 2023. Locally, Chenango County had 4.1% unemployment, Delaware County had 4.5% and Otsego County 4.4% unemployment in February.

The State DOT announced that construction began to replace the existing bridge carrying NY Route 79 over the Chenango River in the Towns of Fenton and Barker in Broome County, with a new bridge realigning NY Route 79. State and Federal funding totaled $12.6 million for the project, which is scheduled for completion this Fall.

The Broome County District Attorney’s office is still pursuing the Colonial restaurant Rape case, after the owners sought to have the charges dismissed against them last month. The DA’s office said that Jordan Rindgen, Yaron Kweller and his brother Leor Kweller are accused of supplying cocaine to 2 young women and then raping them in a basement on Washington Street in downtown Binghamton on November 27th, 2021. The Colonial Restaurant and Bar and Dos Rios Cantina, both owned by the defendants, have both since closed since the allegations went public & the charges were filed.

Walton fire fighters responded to 14 Tripp Avenue in Walton last Wednesday for a shed and a garage fire that spread to a nearby house. Firefighters arrived to the scene, 2 occupants had escaped the fire, 2 neighboring homes were evacuated, The shed and garage were destroyed, home suffered significant damage on the second floor, 1 firefighter suffered a minor injury and was treated at the scene. Walton was assisted by Delhi and Trout Creek Fire Departments, Sidney Fire Department’s FAST team. The cause of the fire is under investigation.

Broome County Sheriff’s Office arrested 63 year old Patrick Logan for failure to register under the sex offender registration act; Logan was taken to the Central Arraignment Part Court at the Broome County Correction Facility for arraignment.

Broome County Sheriff’s Office arrested 34 year old Justin Terenzi of Berkshire, for failing to appear for a court date in January of 2023 after being previously arraigned on a charge. Terenzi was charged with Bail Jumping & was taken to the Central Arraignment for arraignment.

The Village of Sidney announced that today water lines will be shut off beginning at 9:00 am until approximately 6:00pm. This will affect Route 7, Deshaw Lane, Route 8, Old County Route 43, Junction Road and County Road 35. This is due to new water main connections being installed.

The United States Attorney’s Office in the Northern District announced that 51 year old Dennis Nelson, who is currently incarcerated in a Federal Prison in Massachusetts, pleaded guilty to mailing Bomb Threats in 2018 and 2019, while incarcerated in State of New York correctional facilities to U.S. District Judge Thomas McAvoy in Binghamton, then Congressman Anthony Brindisi & and to United States Senator Charles Schumer. Nelson faces a term of imprisonment of 84 months, a fine of up to $250,000, and a term of supervised release of up to 3 years when sentenced.

Broome County District Attorney Mike Korchak announced that Philip Garcia of Endicott, pleaded guilty to felony Arson. Garcia admitted that on May 2, 2021, in the Village of Endicott, he intentionally damaged property by setting a fire on a stove inside a Hillside Court apartment and the interior of a motor vehicle, by lighting objects inside the car on fire, after a domestic dispute with a 31-year-old female in the Village. The fire in the apartment was put out by residents with minimal smoke damage. The Endicott Fire Department responded to the scene and quickly extinguished the car fire. The vehicle sustained interior damage. Garcia, who has a criminal history dating back to 1992, will be sentenced to 5 years in New York State prison followed by 2 1/2 years post release supervision on June 9, 2023.

American Association of Retired Persons released a statement applauding 19th District Congressman Marc Molinaro for his stance on Social Security and Medicare. Congressman Molinaro has vowed to protect Social Security and Medicare and oppose cuts to the programs from fellow Congressional republicans, Molinaro said in recent interviews that cuts to Social Security and Medicare are off the table.

Governor Kathy Hochul today announced the nomination of Dr. James McDonald to serve as Commissioner of the New York State Department of Health. Dr. McDonald is originally from Cohoes and received his bachelor’s degree from Siena College. He joined the New York State Department of Health in July of 2022, serving as medical director of the Department’s Office of Public Health. He later was appointed Interim Director of the Center for Community Health and began serving as Acting Commissioner of Health on January 1 of this year.

The Otsego County Sheriff’s Office arrested 24 year old Garyn Huntley of Oneonta following an attempt to flee police during a traffic stop on March 20th in the City of Oneonta. Huntley was charged with Unlawful Fleeing a Police Officer in a Motor Vehicle, Reckless Driving, Aggravated Unlicensed Operation of Motor Vehicle, Failure to Obey Police Officer, Operating a Motor Vehicle without Insurance, Speeding among several other charges, he was released on an appearance ticket for Oneonta Court on April 6th.

The Broome County Sheriff’s Office announced that they have located Dalton Lannon in Kirkwood. Lannon was wanted on an outstanding warrant for violating his probation for criminal mischief, the Sheriff’s Office received many tips from the public after announcing that they were looking for Lannon on Wednesday.

The Broome County District Attorney’s Office announced that 39 year old Richard Lance of Kirkwood, was sentenced to 1 to 3 years in State prison after entering a plea of guilty to Failure to Comply with the New York State Sex Offender Registration Act. During August of 2022, Lance reported to law enforcement that he was residing at an address in the Village of Johnson City, while he was actually residing at the Dell Motel on Upper Court Street. Lance was convicted of a 3rd degree Rape in 2008 in Broome County.

Delaware County District Attorney’s Office announced that 24 year old Patrick Combs of Grand Gorge pleaded guilty to Grand Larceny and Driving While Ability Impaired by Drugs, in Delaware County Court. Combs stole over $3,000.00 from the Roxbury Country Store, also, on January 15th, he operated a motor vehicle on State Highway 30, while impaired by drugs. Combs will be sentenced to 1-3 years in state prison for his conviction of Grand Larceny & 364 days in jail for driving while his ability was impaired by drugs, the sentences will run concurrently.

The Otsego County Sheriff’s Office arrested 35 year old Rex Jordan for Criminal Possession of Stolen Property, Criminal Possession of a Controlled Substance, DWI, Unlawful Fleeing in a Motor Vehicle, Aggravated Unlicensed Operation & Numerous other Vehicle and Traffic violations. An Otsego County Sheriff’s deputy and State Parks Police officer observed a vehicle traveling at a high rate of speed on State Highway 205, Jordan failed to comply and became involved in a 1 car motor vehicle accident, he was taken to Bassett Hospital. Police discovered that the vehicle had been reported stolen out Oneonta. Jordan was discharged from Bassett before charges were filed, A warrant was issued & he was located by the Oneonta City Police Department who arrested him on unrelated charges. The Otsego County Sheriff’s Office arrested 34 year old Emario Lynch of the Bronx in the town of Morris for Criminal Possession of a Controlled Substance & Criminally Using Drug Paraphernalia. Deputies observed a vehicle traveling at a high rate of speed. Deputies stopped the vehicle a short time later and found it to have switched plates and no insurance, Lynch was also found to possess crack cocaine and MDMA. Lynch was released on an appearance ticket & is set to appear in the Town of Morris Court at a later date.

The Chenango County Department of Public Health is offering a free rabies clinic for Chenango County pet owners on Saturday, from 9 to 10:30 a.m. at the Guilford Highway Department, located at 223 Marble Road in Guilford. The clinic is for Dogs Cats & Domesticated Ferrets.

2 Broome County residents are facing 20 felony charges after being apprehended by Broome County Sheriff’s Deputies following an armed robbery in the Town of Chenango that led to an extended vehicle and foot pursuit through Johnson City and Endwell. Deputies responded Wednesday to a report of a robbery and assault on Dimmock Hill Road in the Town of Chenango. Deputies determined that 39 year old Alex Shoga of Binghamton, entered the residence displaying a handgun with 27 year old Kristin Silvanic of Endicott. 1 of the victims stolen tablets allowed deputies to track the suspects in Johnson City, where Deputies converged on the area and encountered the suspect vehicle, after a short pursuit, the suspects were taken to the Broome County Sheriff’s Office Central Arraignment and charged with the following Robbery, Burglary, criminal Use of a Firearm, tampering with physical evidence & criminal possession of stolen property, among many other charges,

Delaware County District Attorney’s office announced that 47 year old James Amato, also known as Tony Amato of Downsville was arraigned on an Amended Violation of Probation Petition in Delaware County Court. Amato is accused of possessing drugs on February 18th in the Town of Colchester and a hearing was scheduled for April 3rd. Amato was remanded to the Delaware County Correctional Facility without bail, he was serving a sentence of probation supervision for his February 2022 convictions of Criminal Possession of a Controlled Substance, If his probation supervision sentence is revoked, he faces up to 9 years in State Prison.

Greater Opportunities for Broome and Chenango, Inc. is receiving $2,744,923 for its Head Start Program, Cornell University is receiving $3,792,922 for pharmacology research and $776,752 for allergy and immunology research. The State Labor Department announced private sector jobs in the state increased over the month by 21,200, or 0.3%, to 8,233,700 in February. The State’s seasonally adjusted unemployment rate held constant at 4.2% in February 2023. The State’s labor force increased by 14,500. & the labor force participation rate increased slightly to 60.6% in February.

The Delaware County District Attorney office announced that 37 year old Douglas Rodriguez pleaded guilty in Delaware County Court to Criminal Contempt, after violating a court order of protection by phone several times, and for trying to convince that person not to testify against him. Rodriguez was remanded to the Delaware County Jail on $35,000 cash bail pending sentencing on April 10th.

The Delaware County District Attorney’s office announced that 50 year old Kristopher Surdis of Kingston, appeared in Delaware County Court on March 20, 2023 and pleaded guilty to one count of Falsely Reporting an Incident. Surdis was arrested by the Colchester Police Department for allegedly calling the Downsville Country Store and reporting a bomb threat. After being arraigned on a Superior Court Information, he pleaded guilty and was sentenced to time already served in jail and also imposed a 3-year Conditional Discharge, which requires Surdis undergo a mental health evaluation, and comply with any treatment recommendations for the next three years, if he violates the terms, he could be re-sentenced to a term of 7 years in jail.

Otsego County Sheriff’s Office announced that 45 year old Kendra Barrett of Burlington Flats, was arrested for DWI, Aggravated DWI, Speed not reasonable and prudent, Driving on the shoulder, Open Container along with several other charges, following a motor vehicle accident in the Town of Pittsfield. Barrett was issued appearance tickets returnable to the Town of Pittsfield Court at a later date.
